  4. Test Security and Confidentiality Requirements

  5. Test Security Maintaining the confidentiality of the TELPAS program involves protecting the contentsof all online assessments and student performance documentation. This requires compliance with, but is not limited to, the following guidelines • Personnel meet the requirements, have been trained and have signed the appropriate oath to have access to the assessment materials and information • Campuses implement the controls necessary to ensure proper storage of secure materials throughout the test administration • Campuses place confidential documentation (rating rosters) in a limited-access locked storage

Confidentiality Requirements Testing personnel undergo training and sign the oath affirming they understand their obligations concerning the security and confidentiality of the TELPAS program Testing personnel administer the tests in strict accordance with the instructions Testing personnel do not view, reveal or discussthe contents of an assessment before, during, or after a test administration

Any person who violates, assists in the violation of, or solicits another to violate or assist in the violation of test security or confidentiality, as well as any person who fails to report such violation is subject to the following penalties Penalties for Prohibited Conduct • Placement of restrictions on renewal or holding of educator certificate • Issuance of an inscribed or non-inscribed reprimand • Suspension of a Texas educator certificate for a set term • Revocation or cancelation of an educator certificate without opportunity for reapplication for a set term or permanently

(continued) Penalties for Prohibited Conduct Release or disclosure of confidential test content could result in criminal prosecution under TEC §39.0303, Section 552.352 of the Texas Government Code, and Section 37.10 of the Texas Penal Code. Further, 19 TAC §249.15 stipulates that the State Board for Educator Certification may take any of the above actions based on satisfactory evidence that an educator has failed to cooperate with TEA in an investigation. Additionally, irregularities resulting in a breach of test security or confidentiality may result in the invalidation of students’ assessments.

All personnel must meet the eligibility requirements and sign a security oath Any person who has more than one testing role must receive appropriate training in EACH ROLE (only one oath is required) The oath must be read and completed AFTER the training and BEFORE handling or viewing any secure materials or confidential information Oaths must be kept on file for at least five years Security Oathsand Confidentiality Statements

Serious Examples Testing Irregularities These constitute severe violations of test security and/or confidentiality and can result in the individual(s) responsible being referred to the TEA Educator Standards and Certification Legal Division for consideration of disciplinary action. • Falsifying TELPAS ratings or writing samples • Assisting students directly or indirectly • Tampering with student responses • Directing a student to rework or change answers

Procedural error • TA who wasn’t trained rated students • A writing collection was not submitted according to the assembly criteria • TA failed to provide student the correct authorization for online testing Improper Account of Secure Materials error • Teacher misplaced a writing collection Monitoring error • TA left room unattended when online tests were open • Student was not prevented from using cell phone Eligibility error • Student not rated in one or more domains • Student not administered the reading test IEP Implementation error • SPED student was/was not provided an accommodation Verify all documentation carefully before testing!!!

Reporting Test irregularities • Each person is responsible for reporting ANYviolation or suspected violation • Campus staff should notify their CTC or DTC if they witness an irregularity or suspect one has occurred • DTC will contact TEA to report ANY incidents as soon as DTC is made aware of the situation • Contact DTC if unsure about whether an irregularity has occurred

Technology Setup Checklist • Configure firewall, proxy server, content and spam filters. • Identify the testing locations and the number and kind of testing devices to be used. • Identify the proctor caching location and install ProctorCache software. • Complete the App Check tests to verify testing device readiness and proctor caching connection. • Update testing workstations to comply with TestNav 8.10 hardware/softwarerequirements. • Enter TestNav configuration in the Assessment Management System. • Pre-cache test content from the Assessment Management System. • Plan your technical support during the online assessment.

Prepare for Administration • TELPAS coordinators ensure that… • All ELL’s are identified and assessed • Campus procedures are in place to ensure the validity and reliability of the holistic rating process • Documentation is kept of the procedures followed • There is a system to support for any individual who serves as a rater but did not successfully calibrate

Prepare for Administration • TELPAS coordinators ensure that… • Years in the U.S. have been entered for all students • Extenuating Circumstances (if applicable) are documented by LPAC • Students who move are handled effectively and holistic ratings and online tests are administered • All rating materials have been completed, signed and dated

Prepare for Administration • TELPAS coordinators ensure that… • Technology infrastructure is in place • computers have been tested and technology issues have been resolved • A sufficient number of TELPAS Test Administrators are trained • Students have the opportunity to use online TELPAS tutorials • Online test sessions and rating entry groups are created • Student records are verified as complete • Materials are collected, verified, and filed

  22. Technology Staff Technology staff must be trained and sign an oath! Once trained, TST’s are responsible for ensuring that: • Network infrastructure and computers have been assessed and meet the minimum system requirements • All testing software is properly installed, configured, and tested • They are available for assistance before and during test sessions to address technology problems that might occur during testing • Disable any automatically launching apps (screensavers, virus scans, e-mail alerts, power levels warnings, etc.)

Plan for Training • Designate a sufficient number of TA’s • (there should be 1 TA for every 30 students – see seating chart page 43) • TA (and relievers) must be certified • Direct TA’s to prepare by reading the appropriate pages of the TELPAS Test Administrator manual • Inform staff of their roles, testing and campus procedures • Testing location • How to fill-out seating chart • Testing roster • Daily schedule • Grade level tested • Relieving/lunch schedule • Do’s and don’ts • Cell phone & electronic devices policy • Emergency procedures • Procedures in case of illness

Test administrator responsibilities • Guide students through the opening of their tests to get the test started • Maintain security and manage any interruptions (restroom breaks, lunch, illness, etc.) • Attend scheduled training session and sign appropriate oath • Read the TELPAS Test Administration Manual prior to the assessment • Familiarize themselves with the administration directions for the appropriate test (READING or LISTENING/SPEAKING

Test administrator responsibilities TA’s will need the following on the day of testing: • TELPAS TA manual • Seating chart, restroom log, cell phone oath • Session roster • Student test tickets (secure documents that provide unique TestNav login information for each student) • Scratch paper for each student • Pencils to use with scratch paper • For listening/speaking tests have HEADSETS or HEADPHONES ready

Testing Environment • No element of the testing room’s environment should hinder any student’s performance. • A “Testing-Do Not Disturb”and “No Electronic Devices Allowed” sign should be posted outside the testing room • The testing room should be quiet, well lighted, ventilated, and comfortable.

  29. Testing Environment • Each student should have enough space in which to work. • Desks or computer stations used for testing must be cleared of books and other materials. To support test security, testing staff should make an effort to prevent students from seeing one another’s monitor. This may include providing an obstruction such as a manila folder taped to each side of the monitor or a cardboard carrel placed around each workstation.

TELPAS Online Tests are untimed A certified TA who has been trained must bepresent in the room 100% of the time Students should remain seated and are not allowed to talk during testing Students must NOTuse reference materials Students may use scratch paper • (must be accounted for and collected after testing) Have a plan for students who finish early Testing procedures

Testing procedures The use of cell phones and/or electronic devices is NOTpermitted in the testing site (staff or students) Seating charts & restroom logs must be completed for each testing session Attendance must be taken early in the day to contact home and plan make-up sessions ASAP Verify student has completed & submitted answers prior toallowing him/her to leave testing site

Testing Procedures • Immediately after the testing sessionreturn all materials to the CTC. • If a situation arises that you do not know how to resolve, contact your CTC. • Remember to report in writing any violation of test security and confidentiality to the CTC or DTC. TEST ITEMS ARE CONSIDERED SECURE INFORMATION AT ALL TIMES. No unauthorized viewing, discussion or scoring is allowed. All personnel in the test session must be thoroughly familiar with the test security and confidentiality requirements in the TA manuals.

Answering questions The Test Administrator CAN… The Test Administrator CANNOT… Translate test questions, reading selections or listening passages Rephrase or add information to the above Provide reading, listening or speaking assistance Discuss content with anyone Discuss how students performed • Translate test administration directions • Answer questions about test directions or procedures If a student asks a question that you are not permitted to answer you may respond: “I can’t answer that for you; just do the best you can.”

  34. TESTING PROCEDURES • Screen Glare – if a student experiences glare, adjust student’s seating or the angle of the screen • Breaks – students may be allowed to take breaks as necessary. Testing staff may turn off monitors during breaks. • Restroom breaks – at grade 6 or higher, ONLY ONE STUDENT at a time may be allowed to take a restroom break. • Restroom breaks – at grades 2-5, THE ENTIRE CLASS may take a restroom break if necessary • No discussing of test content during breaks • Lunch – students should exit their test prior to lunch • Do not SUBMIT FINAL ANSWERS! • Students must be monitored during lunch • Student Emergencies – do NOT submit final answers • School Emergencies – follow campus procedures for emergencies and remember student’s safety is top priority

Scheduling • A student who arrives after testing has begun may be tested if sufficient time remains in the day and if the student has not had contact with students who have already completed testing. • Every effort should be made to administer the TELPAS ONLINE tests to students who are absent immediately upon returning to campus.

TELPAS Test Administration Process Register Students and Verify Test Assignments Create Online Test Sessions Administer Listening and Speaking Test and Reading Test/Enter Holistic Ratings • Enter Score Code and Accommodation Information 3 4 1 2 • Coordinators or assigned staff will need to create and manage sessions. • K–1 holistic rating sessions • 2–12 holistic rating writing session • 2–12 online listening and speaking sessions and reading sessions • Administer and monitor listening and speaking sessions and reading sessions for students in grades 2–12. • Authorized administrators will launch test and enter holistic ratings. • . • If directed by coordinator, score codes and accommodations will need to be entered. • Some score codes are determined by the ARD committee and must be documented in a student’s IEP. • If a student was provided accommodations, it must be indicated. • Test assignments: • K–1: Holistic rating tests • 2–12: Holistic rating writing test; online listening and speaking test andreading test • Must also update years in U.S. schools.

  40. TELPAS Test Sessions • After sessions are created and before the session is started, users can prepare the session. This step takes the information provided when users created the sessions to assign students to their test forms. • Users should prepare sessions a week before testing when they are proctor caching.

  41. Create and manage online sessions • This year Holistic, Reading and Listening & Speaking Test Sessions will be created when uploading the registration file • Students not in sessions will need to be added to a session individually (see TAMS manual – pg. 30)

  44. Prepare Sessions (TAMS – PG 38) • Go to TESTING  STUDENTS IN SESSION

  45. Prepare Session (tams pg. 38) • Select the correct session from the Session List and then select the Prepare Session button. If your session is not in the Session List, click the Add a Session button, enter the search criteria, select your session, and click the Add Selected button.

  46. Prepare Multiple Sessions (tams pg. 38) • Prepare multiple sessions at once by choosing the “Combined View” option and selecting the Prepare All Sessions button.

Unlock Sessions (tams pg. 41) After a session is prepared and a user clicks the Start button, sessions must be unlocked before students can access their tests in TestNav. • Tests will NOTbe automatically unlocked when the Start button is clicked. • After a test session is started, the user must unlock the test sessions. • If a student is added to a session, the new test will be added as locked.

Unlock All or Selected Students (tams pg. 41) • To unlock all students’ tests in a session, click the correct session, and then click the unlock icon. • Locked students appear with a lock symbol next to “Ready” in the Student Test Status column. • To unlock the test, click the dropdown menu in the Student Test Status column and select the “Unlock” option. 10
