SC to hold summit on extra-judicial killings Puno says high court wants to help victims moreBy VoltContrerasnquirerLast updated 09:00pm (Mla time) 06/23/2007 MANILA, Philippines -- The Supreme Court plans to organize a multi-sectoral summit on extra-judicial killings next month, Chief Justice Reynato Puno said“We are now planning to have this sort of a congress, or a summit meeting, which would discuss the particular problem of extrajudicial killings,” Puno said at a dinner with Inquirer editors and reporters on Thursday.He said the summit would gather “inputs” on how the judiciary could fully use its “expanded powers” under the 1987 Constitution as a guardian of civil liberties.Puno said the stage is being set for the possible rewriting of Philippine legal procedures to make these more helpful to the victims, more forceful on the suspected perpetrators, and more demanding of government agents assigned to solve such cases. Likewise, it aims to examine the concept of extrajudicial killings and enforced disappearances pursuant to the standards provided for by local and international laws, including United Nations instruments. Moreover, the Summit also aims to revisit the rules of evidence and to explore more remedies for the aggrieved parties aside from the writ of habeas corpus.
