  2. Overview Purpose of the New Comprehensive Housing Plan To promote Government’s vision of a non-racial, integrated society and sustainable human settlements through a comprehensive integrated multi-year housing programme

  5. Two-pronged Strategy Short term – Specific interventions, commencing immediately Medium term – Repositioning of Thubelisha, fully transformed by 1 April 2006

  6. Short Term • Maximum impact on the New Plan • Identified priority interventions (low-hanging fruit) • Broad based and diverse approach • Leverage off current skills and capacity

  7. Medium Term • Total transformation and repositioning of Thubelisha • Establish a Government agency to implement specific affordable housing projects • Implemented in parallel with short-term initiatives

  13. 4. Capacity Building Programme • Agent / partner for Provinces and Municipalities • Implementing agent for District Councils and smaller Municipalities • Support Organisation for Municipalities’ PHP projects

  14. 5. Job Creation Strategy • Implement contractor development programmes • Ensure increased utililisation of female contractors • Management of emerging contractor’s ‘incubator’ programmes

  15. 6. Promotion of appropriate technology • Implement pilot projects utilizing more indigenous technology

  16. 7. Letsema Community Mobilisation • Implement communication strategy in conjunction with National DoH

  17. Medium Term Strategy • Assess the need for a National affordable housing development agency • Determine specific role and functions • Prepare Business Plan • Obtain necessary authority and approvals • Fully transformed and operational by 1 April 2006

  18. Servcon and ‘rightsizing’ • Committed to assisting Servcon until formally advised to stop • “Selective in-situ” already approved • Discussions taking place around “broader in-situ” • Decision expected sooner, rather than later

  19. Way Forward • Commence negotiations immediately with Municipalities and Provinces regarding planning and implementation of identified short term initiatives • Pursue discussions with Ministry and National DoH around the establishment of a National affordable housing development agency
