DEFINATION OF RBM • A management approach aimed at ensuring that activities achieved desired results • It aimed to improve management effectiveness and accountability in achieving results Monitoring is critical. • How well are results being achieved • What measures are needed to improve the process

  4. RBM IN GAMBIA. • Program has three components: • Building the capacity of MDAs to deliver on their mandate • Mid Term Expenditure Framework • Introducing Service Provision Accountability

  5. IMPLEMENTATION • Building the capacity of MDAs to deliver on their mandate • Aligning institutional mandates • Development of goals, policies, and staff • Update strategic plans and review organizational structures

  6. IMPLEMENTATION (Cont.) Medium Term Expenditure Framework • MDAs Strategic Plans developed • MDA Budget submissions • What MDAs intend to achieve; • The cost of achieving their stated outputs; • A prioritized allocation of resources within the budget ceiling; and • National Assembly approves budget

  7. IMPLEMENTATION (Cont.) • Service Provision Accountability • Public education • Citizen Charters • Accountability surveys

  8. WHO IS RESPONSIBLE • Driven by the Personnel Management Office and the Ministry of Finance and Economic Affairs.

  9. HOW IS IT BEING IMPLEMENTED • CSR Board created to provide policy guidelines on reform • CSR & Planning unit Created in PMO to manage and spearhead reform programs. • MoFEA coordinates the MTEF • Planning Units in MDAs ensure consistency with PAGE and Priority Action Plans Other structures include Technical working groups

  10. CHALLENGES • Change Management • Resource Constraints • Commitment and Direct Involvement of Top Management

  11. Lessons learned • Leadership commitment within all ministries. • Appropriate Institutional systems and structures need to be in place. • Continuous training is required. • Need to ensure availability of funding and control of the funds.
