  1. SUPPORT FOR THE NIGERIAN NBSAP REVISION AND THE DEVELOPMENT OF THE FIFTH NATIONAL REPORT

INTRODUCTION • The Executing Agency is the Federal Ministry of Environment while UNEP is the Implementing Agency • It is a national project and is located in Nigeria • The GEF approved US$220, 000 • A first tranche of US$22, 000 was advanced in cash on 11th April, 2012 and so the project started to end on 1 May, 2015

OBJECTIVES • To provide a revised National Plan to address the threats to biodiversity in Nigeria; • To provide an effective principal instrument for the implementation of the objectives of the Convention on Biological Diversity (CBD); • To implement the plan; and • To develop the fifth National Report to the CBD on the implementation of the plan.

  4. COMPONENTS • Project is made up of five components: • Stocktaking and Assessment • Setting national targets, principles, and main priorities of the strategy • Strategy and action plan development • Development of Implementation plans and related activities • Institutional, monitoring, reporting and exchange

  5. Stocktaking and Assessment • Issues considered under this component include: • Values of biodiversity and ecosystem services in Nigeria and their contribution to human well-being; • Causes and consequences of biodiversity loss; • Constitutional, legal and Institutional Framework; • Lessons learned from the earlier NBSAP and process of developing the revised NBSAP • Stakeholder inventory and baseline data

  6. Setting national targets, principles, and main priorities of the strategy • This component will outline the: • Long term vision for the state of biodiversity in the country • Principles governing the strategy – core values and beliefs underlying the NBSAP • Main goals or priority areas- the most pressing issues that are addressed by the NBSAP • National targets (SMART)- National biodiversity targets in line with the Aichi Biodiversity Targets.

  7. Strategy and action plan development • This component will outline the details of the Strategy and the Action Plan. It will show the: • National actions to achieve the strategy, with milestones; • Application of the NBSAP to States and local governments • Sectoral Action- mainstreaming into development, poverty reduction and climate change plans

  8. Development of Implementation plans and related activities • This component will consider: • Plan for capacity development for NBSAP implementation, including a technology needs assessment • Communication and outreach strategy for the NBSAP • Plan for resource mobilization for NBSAP implementation

  9. Institutional, monitoring, reporting and exchange • This component will outline the: • Operational National Biodiversity Coordination Structures • Clearing House Mechanism • Monitoring and Evaluation • 5th National Report

  10. PROGRESS REPORT • The Nigerian Conservation Foundation (NCF) was engaged as national Consultant to undertake the Stocktaking and Assessment Component of the NBSAP revision process. • NCF has submitted the draft report of the work they carried out. • The draft report was circulated to Stakeholders for their comments. • Several comments have been received and forwarded to NCF. • A National Stakeholders’ workshop is being arranged to consider and validate the draft report.
