  2. Where We’ve Been • Brief History of HACU • History/Definition of the Hispanic Serving Institution (HSI) • Brief Funding Overview

  3. HSI Definition • A Hispanic-Serving Institution (HSI) is defined as a non-profit institution that has at least 25% Hispanic full-time equivalent (FTE) enrollment, and of the Hispanic student enrollment at least 50% are low income. Low income is defined as 150% of the poverty level as determined by the Bureau of the Census at http://www.census.gov/hhes/poverty/povdef.html. The Title V Program does not pre-certify institutions as Hispanic-Serving Institutions. Institutions that meet these eligibility requirements and want to apply to the Title V Program, simply must submit an assurance with their Title V application with the necessary student enrollment data.* *From the US Department of Education

  8. HEA Reauthorization • Mired in Congress because of deficits, war and other legislative priorities • HR 3784 gave an extension of HEA until March 31, 2006 • Seek to eliminate 50% low-income requirement from HSI eligibility and remove 2-year wait out.

  20. The Farm Bill • The Farm Security and Rural Investment Act of 2002 is set to expire in 2007 and must be renewed. • Seek to increase funds for HSIs to conduct R&D, expand infrastructure, curriculum and outreach capacity. • Seek to expand funding in other parts of Farm Bill
