Governor • Meetings in Washington DC • Moratorium lifted October 12, 2010

Deepwater Permit Scorecard GOM Deepwater Plan and Permit Approval Trends • A Year Later: • 198 deepwater permits issued since moratorium lifted. • 58 permits for unique wells requiring containment • 19 had permits prior to moratorium • 8 are for operations at existing wellbores • 13 are batch set (not to full depth) • Only 18 are unique NEW wells • 61 deepwater plans requiring Environmental Assessments approved.

IHS CERA Study – Restarting “the Engine” Commissioned by GEST, July 2011 • The Pacing Factor • The pace of permitting dictates industry’s ability to invest in the GOM. • Current pace of plan & permit approvals lags behind industry’s capacity to invest in the Gulf of Mexico. • ProActivePace = Economic Stimulus! • In 2012 alone: • 230,000 American jobs • More than $44 Billion of US GDP • Nearly $12 billion in tax and royalty revenues – local, state, federal • 150 million barrels of oil • Reduce the bill for imported oil by $15 billion • Revenue Generator: • $18 billion in federal revenues over a 3 year period
