ALL-CARGO OPERATIONAL CHARACTERISTICS • Large Percentage of Nighttime Flying • Use of Large Sorting Hubs • Use of Feeder Operations from Outlying Points • Operations Expanding Both Domestically and Internationally • Capacity Generally Added by Increasing Aircraft Capacity, Not Increasing Number of Flights
ALL-CARGO INDUSTRY INVOLVEMENT IN MODERNIZATION • Early commitment to modernization through cooperative effort with FAA Safe Flight 21 Office • Use of UPS and FedEx facilities as “test beds” for new technology • Work with FAA Office of Environment and Energy to test the environmental benefits of Controlled Descent Approaches
THE NEED TO MODERNIZE • Absolutely Supported by Industry • Industry Needs Expeditious Transition to Satellite-Based System • Existing Proven Technologies Can and Should Be Deployed Throughout the NAS • Need to Move From Pure Research to Implementation
DYNAMICS OF MODERNIZATION • Need Firm Commitment From Senior FAA Leadership • Need an Industry That Understands the Long-Term Benefits and is Willing to Take Steps in the Near Term to Ensure Success
PERCEIVED BENEFITS • More timely and accurate information flow leading to: Greater Safety Increased Efficiency • Significant Fuel Savings • Environmental Enhancements
THE EQUIPAGE ISSUE • Should NOT be used as excuse for delaying modernization • FAA should provide incentives to encourage necessary equipage • Mandates should not automatically be dismissed
A New Focus Needed • Ongoing research is clearly required, but – More emphasis must be put on implementing now if we are to reap future benefits
We Cannot Delay This Transition Simply Because It Is Difficult The Needs of the System Must Transcend Individual Parochial Concerns
