(…) • The MED priorities include: • To improve the area's competitiveness in a way that guarantees growth and employment to the next generations. • To promote territorial cohesion and and environmental protection, following the logics of sustainable development. • The MED programme finances projects relating to sectors such as innovation, • environment, accessibility or polycentric development”. Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Presentation Main Objectives • This presentation will be focused on the Objective 3.1- Improvement of the maritime accessibility and intermodality, under the Priority Axis 3- Improvement of Mobility and Territorial Accessibilityof the Programme MED; • It will be highlighted that the development of the maritime sector (ports and shipping) will generate benefits for the Mediterranean area by reducing congestion in the traffic bottlenecks, improving the environmental performance of the transport system, enhance intermodality, know-how and, in that sense, contributing for the economic, social and territorial cohesion and competitiveness; • For these reasons it will be presented my own experience concerning a regular operation of Short Sea Shipping (SSS) between two ports of the Mediterranean. I am an eye-witness of this successful regular line, which is engaged with the aims of Programme MED 2007-2013;

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Presentation Main Objectives • The core concept of Short Sea Shipping (SSS) implies intermodality (integration of various modes of transport: road, sea, rail, inland waterways), which is linked with the Motorways of the Sea Programme (MoS) and the Trans-European Transport Network (TEN-T); • Connected with this issues, the Marco Polo II programme is here presented as a financing instrument to support an effective intermodality, by funding projects submitted by a consortium of two or more undertakings from different countries. “Public law entities should be entitled to participate in such a consortium, when engaging in economic activities, in accordance with their national laws”. • It must be stressed that a combination of financial instruments is possible. It is a mission of the public institutions to promote actively this tools, enhancing partnerships among them and with the private sector, through promotion activities. Imply public institutions to enhance partnerships; • Accomplishes the European objectives of mobility, intermodality and sustainable transports systems and environment, since this operation promotes a shift from road to SSS; • It is connected with the general objectives of the Programme MED 2007-2013: promote economic, territorial and social cohesion; • Benefits for society, namely, environmental, reducing congestion in the traffic bottlenecks (for example: the Alps and the Pyrenees) and economic, through the establishing of new activities.

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Short Sea Shipping (SSS) Effective Operation between the Ports of Barcelona and Genoa: an example of real dynamism in the Mediterranean area • Operational Information (Barcelona/Genoa/Barcelona): • Speed: 22 Knots • Transit time: 17 Hours • Distance: 354 Miles • Frequency: 12 weekly departures • Service: 365 days/year (daily service) • Commercial and passengers traffic • Grandi Navi Veloci was established in 1992 with the aim to introduce a new concept of ship in the Mediterranean Area, combining the requirement of a quick transport of passengers, vehicles and goods with the comfort and luxury of a cruise ship. Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Short Sea Shipping (SSS) Concept: an available and valid option to help reach the Programme MED objectives (Objective 3.1- Improvement of the maritime accessibility and intermodality) • For an effective comprehension of SSS we need a characterization of the overall • concept: • “It can help curb the forecasted substantial increase in heavy goods vehicle traffic, rebalance the modal shares, bypass land bottlenecks, and it is safe and sustainable. • To make full use of Short Sea Shipping in Europe, it needs to be seamlessly integrated into logistics chains and offer door-to-door solutions to customers”. This requires efforts from all parties but it is a clear win-win situation”. Source: DG-TREN

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Short Sea Shipping (SSS) Concept: an available and valid option to help reach the Programme MED objectives (Objective 3.1- Improvement of the maritime accessibility and intermodality) • “A number of obstacles still impede the further development of Short Sea Shipping. • First, many commercial players still view it, wrongly, as an old-fashioned mode of transport. • Second, full integration of Short Sea Shipping into door-to-door multimodality remains to be accomplished. • Third, the complexity of documentary and administrative procedures in Short Sea Shipping is a fact that needs to be examined and tackled. • Fourth, the efficiency of ports, port services and port-hinterland connections needs to be enhanced”. It also provides budgetary resources for financial co-operation between the EU and its Mediterranean partners).

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Short Sea Shipping (SSS) Concept: an available and valid option to help reach the Programme MED objectives (Objective 3.1- Improvement of the maritime accessibility and intermodality) • Finally, SSS can be powered by the development of the Motorways of the Sea (MoS) • Programme: • “The “motorways of the sea” concept aims at introducing new intermodal maritime-based logistics chains in Europe, which should bring about a structural change in our transport organisation within the next years to come. • These chains will be more sustainable, and should be commercially more efficient, than road-only transport. Motorways of the sea will thus improve access to markets throughout Europe, and bring relief to our over-stretched European road system. • For this purpose, fuller use will have to be made not only of our maritime transport resources, but also of our potential in rail and inland waterway, as part of an integrated transport chain”. Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Short Sea Shipping (SSS) Concept: an available and valid option to help reach the Programme MED objectives (Objective 3.1- Improvement of the maritime accessibility and intermodality) • By 2010, a fully fledged network of Motorways of the Sea (MoS) should be established throughout Europe on the corridors mentioned; • To support this programme, major developments on technologic and • information systems are being carried out, such as: logistics information data • systems, customs authorities information platforms, VTS (Vessel Traffic System), AIS (Automatic Information System), tracking (vessels) and tracing (cargo, goods) systems, one-stop shops, safety (navigation) and security (protection) systems, and the GALILEO satellite navigation system; • The adoption of Article 12a of the TEN-T Guidelines of 29 April 2004 (“TEN-T”- Official Journal L 167, 30/04/2004, Decision No 884/2004/EC) by Council and European Parliament gives a legal framework for funding the MoS; Source: DG-TREN

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • If Programme MED gives a global perspective about sustainable development, the maritime approach brought here, centred on Short Sea Shipping and Motorways of the Sea with natural links to intermodality, ports management, logistics chains and transports policies, opens several business opportunities that must be underpinned by public Institutions; • The profound changes that we all desire, in order to meet the principal objectives already underlined, need support measures as an institutional context (as this) and specific financial tools: Marco Polo II;

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • “The Commission White Paper on the Common Transport Policy of September 2001 stresses the development of intermodality as a practical and effective means to achieve a balanced transport system, and proposes not only the development of Motorways of the Sea, high-quality integrated intermodal maritime options, but also the more intensive use of rail and inland waterway transport as key elements in this strategy”. • “In order to cope with this growth in road freight transport, short sea shipping, rail and inland waterways must be used even more than today, and it is necessary to stimulate further powerful initiatives from the transport and logistics sector, for instance the development of technical innovations in rolling stock, to decrease road congestion”. Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • Marco Polo II Programme: “(...) financing instrument to reduce congestion, to improve the environmental performance of the transport system and to enhance intermodal transport, thereby contributing to an efficient and sustainable transport system which provides EU added value without having a negative impact on economic, social or territorial cohesion”; • Duration of the programme: 1 January 2007 – 31 December 2013; • Budget for that period: EUR 400 million; Source: MP II Regulation No 1692/2006, 24/10/2006

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • Eligible applicants: “Actions shall be submitted by a consortium of two or more undertakings, established in at least two different Member States or in at least one Member State and one close third country, or may in the case of a transport link with a close third country, in exceptional cases, be submitted by a single undertaking established in a Member State”. • Eligible actions: • “Catalyst Actions – those aimed at improving synergies in the rail, inland waterways and short sea shipping, including Motorways of the Sea, sectors by better use of existing infrastructures in particular deserve specific attention” (Financing limitation: 35% of total expenditure); Source: MP II Regulation No 1692/2006, 24/10/2006

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • “Motorways of the Sea Actions – within the European Union such actions shall use the trans-European networks defined in Decision No 1692/96/EC of the European Parliament and Council of 23 July 1996 on Community guidelines for the development of the trans-European transport network ” (Financing limitation: 35% of total expenditure); • Modal shift Actions – any action directly, measurably,substantially and immediately shifting freight from road to short sea shipping, rail, inland waterways or a combination of modes of transport in which road journeys are as short as possible” ” (Financing limitation: 35% of total expenditure); Source: MP II Regulation No 1692/2006, 24/10/2006

Portuguese Institute for Ports and Shipping Kick-off Seminar Programme MED: 2007-2013 • Marco Polo II: financial instrument to promote intermodality – complementarities with Programme MED • “Traffic Avoidance Actions – means any innovative action integrating transport into production logistics to avoid a large percentage of freight transport by road without adversely affecting production output or workforce ” (Financing limitation: 35% of total expenditure); • Common Learning Actions – means any action aimed at improving cooperation for structurally optimising working methods and procedures in the freight transport chain, taking into account the requirements of logistics” ” (Financing limitation: 50% of total expenditure).
