Defining open learning Open learning is an approach which combines the principles of learner centredness, lifelong learning, flexibility of learning provision, the removal of barriers to access learning, the recognition for credit of prior learning experience, the provision of learner support, the construction of learning programmes in the expectation that learners can succeed, and the maintenance of rigorous quality assurance over the design of learning materials and support systems.” Department of Education, 1995: White Paper on Education and Training Department of Higher Education and Training, 2013: White Paper for Post-School Education and Training Not synonymous to DISTANCE EDUCATION

Purpose of the Tender TO ADAPT CURRENT OPEN EDUCATIONAL RESOURCES TO PRODUCE DIGITAL TEACHING AND LEARNING RESOURCES (COURSEWARE) FOR TWO SUBJECTS OF THE NATIONAL CERTIFICATE (VOCATIONAL) The two subjects that have been identified for development are Mathematics Levels 2 - 4 and Physical Science Levels 2 - 4 How do we envisage using the materials? • Self-study materials • Learning and Teaching Support materials for TVET colleges offering the NC(V) Programme

Open Educational Resources (OER) • Open educational resources (OER) are openly licensed educational materials that can be used for teaching, learning, research, and other purposes. • OER can be any material, but typically refers to electronic resources, including those in multimedia formats. • Such materials are generally released under a Creative Commons or similar open license that supports open or nearly open use of the content. • OER can be adapted to keep pace with new technologies and changes to academic disciplines and teaching methods. Depending on the resource, these updates might be made by the creator or by users of the resource.

National Certificate Vocational Programme • The National Certificate (Vocational) (NCV) qualification is qualification offered at TVET colleges since January 2007. • The qualification is intended to directly respond to the priority skills demand of the modern South African economy. It is offered at Levels 2, 3 and 4 of the National Qualifications Framework (NQF) and is equivalent to Grades 10, 11 and 12. • Mathematics L2–L4 has a total weighting of 60 credits, 20 credits per level. • Physical Science L2–L4 has a total weighting of 60 credits, 20 credits per level. • Relevant curriculum documents are available at http://nols4ncv.weebly.comORhttp://ol4ncv.weebly.com.

Scope of the Tender • Develop a Programme Structure Document that defines the overall programme structure with sufficient level of detail mapping the components (e.g. topics and units) meeting all the curriculum learning outcomes and assessment criteria (learning pathways). • Identify OER to be adapted and repurposed for the NC(V). • Identify TVET college lecturers to be trained in the repurposing and adaptation of OER. • Engage a team of content developers (TVET college lecturers and other content specialists) to repurpose and adapt OER.

Scope of the Tender • Develop a Learning Pathways Document detailing the entry requirements, exit conditions, assessment, activities and sequencing of each topic/unit. • Develop activities and assessment tasks to meet the learning outcomes. • Develop summative assessment tasks for/within each topic/unit. • Package the developed content in an open textbook for each level of the two subjects. • Package the developed content in interactive learning materials and upload it to the NOLS (CMS). • Pilotsamples of the digital learning resources with students at selected public TVET Colleges.

Programme Advisory Team Who they are: The Department will establish the Programme Advisory Team consisting of subject matter experts knowledgeable about the curriculum and the subject in question. What is their role? • Approve the project plan produced by the service provider; • Support the service provider i.t.o. conceptualisation of deliverables; and • Quality assure deliverables of the service provider.

  12. Evaluation Criteria • Exhibit 1: Samples of digital learning resources previously created by the bidder that demonstrate the bidder's ability to fulfil this tender. • Exhibit 2: Knowledge, understanding, and skills to complete the assignment. Exhibit 2 must also include a separate document to provide or give links to the OER that will be used as base materials for adaptation and repurposing. If this document is not submitted, the bidder will be disqualified. • Exhibit 3: A methodology and project design document clearly showing how the bidder expects to fulfil the requirements of this tender. • Exhibit 4: A detailed structure of the bidder’s organisation, how it operates and its skills and capacity to complete this assignment at a high level of quality and on time.
