  3. Historically -- States Act First • DDT – MI, WI – 1969 • federal ban: 1972 • PCBs – MN – 1976 • federal ban after MN, 1976 • CFCs – NY, OR – 1975 • federal ban in aerosols: 1978 • PBDEs – CA – 2003 • no federal action phase-outs

  4. Toxics in Packaging Legislation • Introduced in 1989 • 19 states • Phase out: • Lead, Mercury, Cadmium, & • Hexavalent Chromium in packaging • Exemptions -- w/expiration dates -- for recycled materials, reusable packaging, no alternatives phase-outs

Establishes: criteria to identify PBTs Defines: procedures to review and update the list the scope and content of chemical action plans list of PBTs State Appropriation for fiscal year 2005: funding for chemical action plans for PBTs, including PBDEs and mercury criteria for selecting which PBTs to prepare chemical action plans phase-outs

Green Chemistry Agenda for MI – proposed by Ecology Center Prioritize green chemistry and bio-based materials and fuels in state purchasing Gubernatorial green chemistry award for businesses Link tax breaks & subsidies to use of green chemistry and bio-based materials Provide technical assistance to businesses on green chemistry Create consortium among MI universities safer substitutes
