  1. n4a Advocacy in Action Policy & Legislative Update Amy Gotwals Chief, Public Policy and External Affairs April 28, 2014

  2. 2014 Policy Priorities • Reauthorize Older Americans Act • Enhancing the Health of Older Adults • FY 2015 Appropriations • Promoting Community Living & Mobility

  3. Reauthorize OAA • Engaged with all key Hill leaders and staff • House Feb.11 hearing, Lynn Kellogg • Senate stalled out on funding formula • Next steps unclear • Tuesday morning panel may provide insight

  4. Enhancing the Health of Older Adults • Medicaid Managed LTSS (MLTSS Aging and Disability Partnership) • Care Transitions • ADRCs • Evidence-Based Prevention and Wellness • MIPPA low-income outreach $

  5. Sequestration • It’s not gone! December budget deal  partial sequester offset in FY 2014 & FY 2015 • BCA continues sequester through 2021 • “Out years” (FY ‘14-’21) sequester operates differently than FY 2013: Forces the BCA caps lower instead of an across-the-board cut • Pressure is on appropriators to decide where to cut, but pie made much smaller

  6. Call to Action • Continue to engage your Members of Congress on how their actions affect the health and independence of older adults, people with disabilities and caregivers. • Educate them on how OAA actually works! • Inform them of the sequester’s effects on your state, PSA, and clients. • Keep them informed about major changes you are forced to make because of federal budget cuts.

  7. FY 2015 Appropriations • FY 2015 Older Americans Act request • raise all boats, but if few dollars for a 2nd round of sequester restoration, give to those programs not yet restored at all • pay particular attention to III B Supportive Services, III E NFCSP, VI Native American, VII Ombudsman  Advocacy Opportunity: n4a Alert

  8. FY 2015 Appropriations • Aging and Disability Resource Centers • President’s budget = $100 mil over 5 years in mandatory funding for ADRCs • n4a developing our mandatory ask with NASUAD, NCIL, others • n4a to Appropriators: At least preserve $16 mil in FY 2015 (all discretionary)

  9. FY 2015 Appropriations • Elder Justice / Adult Protective Services • President’s budget = $25 mil for Elder Justice Initiative • Four years after EJA, this needs to be our year to secure funding!  Advocacy Opportunity: n4a Alert, Hill visits, follow-up grassroots letters, calls

  10. FY 2015 Appropriations • Prevention and Public Health Fund • President’s budget = $5 million for falls prevention, $8 for chronic disease self-management program (CDSMP)via ACL • PPHF $ provided by ACA, but allocated by Appropriators • Bipartisan support for evidence-based programs, but PPHF does carry ACA baggage

  11. Community Living and Mobility • n4a = co-lead of Senior Transportation Task Force • National Center on Senior Transportation (n4a + Easter Seals, www.seniortransportation.net) • FY 2015 STTF approps letter • MAP-21 reauthorization • Livable Communities (LC Collaborative) • Senior Corps (Aging Network’s Volunteer Collaborative)
