  23. Background • Assessment of tricycle sub-sector in Puerto (April – Aug 2004) • Prioritization of strategies (Oct2004) • Additional assistance for pilot testing of strategies (April 2005) • LOA signing (Sept 2005) • PMO organized (Dec 2005)

  24. Project Objectives • Promote the use of more efficient tricycle engines & sound operation practices • Develop livelihood & entrepreneurial skills of tricycle drivers & operators • Strengthen local capacities on Clean Air Act enforcement

  25. Project Components & Activities • Preventive Maintenance • 481 (12% of total) tricycle drivers were trained • 3-hour lecture and hands-on training • Tools and manuals were provided • Resolution requiring regular engine clean-up passed by the TODAs

  26. B. Engine Mechanics Program • 25 tricycle driver-technicians were sponsored • 400 hours of vocational course lectures and trainings • Complete mechanical tools were provided • National accreditation • Service centres were put up

  27. C. Livelihood Development • Skills and needs for alternative livelihood were assessed • 8 trainings were conducted to 286 tricycle drivers and their spouses • Financial assistance was extended for the required capital

  28. D. TRIKE Fund • $150,000 seed money for micro-credit • Partnered with MFI for Fund administration and management • Discounted rates and flexible repayment schemes • 94% repayment rate

  29. E. Capacity-building for CAA Enforcement • Trainings on the installation, operation and maintenance of ambient air sampler and gas analyzer • Actual roadside monitoring and apprehension
