  3. 1. Background • OECD Sharing software since 2003 • Followed on from collaboration on Trade system with UNSD • Sharing was initially informal • Subsequently received numerous requests to share • Have now moved to more formal MoU based approach

  4. 2. Advantages of sharing software • Saving time and resources • Promote and enable use of standards (such as SDMX) • Facilitate exchange of data and metadata • Sends a positive message to stakeholders • Rewarding work for staff

  6. 4. The OECD experience – pros & cons • Partnership with UNSD – started together. Equal division of labour. Simple and easy to manage. Win-win. • Providing packages to other organisations – straightforward but some costs to manage. Little direct benefit to OECD. • Joint development with new partners – complex and costly to start up. Longer-term benefits to OECD.

Challenges of software sharing • Choosing the correct scenario – from centrally managed through to consortium. • Deciding between ‘owned’ software or a form of open source • Finding the right balance on cost recovery – we are not vendors. • Choosing which software components are candidates for a global system

  8. 6. Next Steps • Drafting a standard MoU • Complete installation packages • Continue to work with other organisations
