Naval Operational Logistics Support Center (NOLSC) ROLE (cont’) • NOLSC role is to be the focal point for management of Navy used Air Force owned 463L pallets and nets for War Reserve Material (WMR) & Operational (OPR) Requirements purposes. All Naval 463L Pallet & Net Program Members are requires to submit 463L Pallet &Net Monthly Reports and a Yearly Revalidation Requirement to NOLSC. • NOLSC will assisted in: • Developing baseline requirements for deploying Units and Emergency Relief Efforts. • Ordering assets through proper channels. • Assist in replacing lost or damage equipment. • Delegating authority for direct movement of surplus assets from one command to another.

Naval Operational Logistics Support Center (NOLSC)ROLE (cont’) • Provide a viable, reliable, accessible system for 463 L Pallets &Nets. • NOLSC is the single Navy’s Manager for the 463L Pallet and Net Program. • Some Activities utilize the HUB and SPOKE Concept in the Storage and Distribution of the Pallets and Nets (See slide 8) . • If a single Navy Unit is geographically located away from the storage and distribution center then they would be required to maintain inventory/distribution of their own stock of pallets and nets (Please See slide 9 Direct Request Concept Flow) • There may also be a need to provided proper training on palletizing material either through the use of video (Computer Based Training (CBT)) or personal instruction to any unit desiring or requiring assistance. THE NAVY 463L PALLETS, NETS & HARDWARE (cont’) • 463L Pallets are aluminum 88X108X2.25 area that is capable of accommodating 4000 pounds of material plus 20% outsized cargo. • Nets are (Nylon Top and Side Net restraints) which cover the cargo on all sides and connect to the pallet to provide stability and non-movement of cargo. • 463L Pallets and Nets are essential for use by units with a deployable mission for Operational and/or Exercise activity using the military airlift Air Mobility Command (AMC) system. • The 463L Pallet and Net process is also used to support Emergency Relief Efforts World Wide.

THE NAVY 463L PALLETS, NETS & HARDWARE PROGRAM (cont’) • (a) Operational: Non-deployable commands (i.e. Air Heads/Air Terminals) • (b) War Reserve Material: Units with a deployable mission in support of operational and training requirements • Note - IAW WR-ALC/LE Memorandum of 12 Feb 2003 all 463L assets are to be considered operational. • The 463L Pallet & Net Program is divided into two areas: Deployments and Emergency Relief efforts.

  12. THE NAVY 463L PALLETS, NETS & HARDWARE and ACTION TO TAKE (cont’) • Damaged Nets and Hardware should be Condemned: • 1. If the net has mildew or is rotted to the point where webbing • replacement is not economically feasible ( See slide 24 – Pictures 9,10, 11) • 2. If twenty-five % or more of the net is sun bleached (See slide 24 - Picture 9) • 3. If net contains 52 or more repair points (i.e. hardware replacement, web repair or a combination of both). Multiple combinations of ring replacement and stitching, shall be considered one point of repair. (See slide 20- Picture 1&2) • a. If hardware is deformed, inoperable, broken or has visible cracks, it shall constitute a repair point. (See Sides 21, 22 Pictures 4&5)

  13. THE NAVY 463L PALLETS, NETS & HARDWARE PROGRAM - ACTION TO TAKE (cont’) • If corrosion levels exceed the example in (Slide 25 picture3, 12) it shall constitute a repair point. Hardware with corrosion which interferes with operation of the hardware shall constitute a repair point. 4. A Net that is soiled/stained which presents concern as to accept or condemn the net; clean using mild soap and tap water. (See Slide 24- Picture 10 unacceptable stains). Remember washing does reduce strength; small amounts of dirt, oil, or grease is allowable. Wet nets should be allowed to drip dry in shade. Keep nets out of direct sunlight and away from heat sources. Sunlight can cause deterioration.

  29. 463 L PALLET & NET CONFIGERATION & SHIPPING DETAILS. A loaded 463 L Pallet Dims are:84 inches by 104 inches by 96 inches high. The 463 L Pallet max weight for general cargo is 4,000LBS. The 463 L Pallet max weight for AMMUNITION cargo is 10,000LBS. A single 463 L Pallet weight is 300 Lbs. Total Net weight for 100- Top Nets and 200- Side Nets is 1150 Lbs. 100-Top Nets in 2 boxes 200 Side Nets in 4 boxes You can put 50 Side or Top Nets in a standard shipping box.
