  3. Aim • Addressing the Public Service skills gap through the utilisation of Indian foreign nationals. 3

Outcomes of the visit • Memorandum of understanding • Facilitate the transfer of skills between the two Public Services • Facilitate the transfer of skills in the following governance and administration areas: • Human Resource planning • Monitoring and evaluation • The use of South African experts to assist India in the development of appropriate governance legislation • Joint senior management training programmes 6

Outcomes of the visit (cont) • Education sector: • A field visit to 4 or 5 of the Education districts in South Africa by a joint team of Indian and South African officials to scope the skills requirements, shortages and gaps • The assistance by India with the development of a framework for the evaluation of the South African Maths and Science teachers in order to identify the gaps and training programmes that could be used to bridge these • A process to evaluate the South African maths and science curriculum • Second quarter 2006 7

Outcomes of the visit (cont) • Local Government Sector - Project Consolidate initiative • The establishment of a joint team to perform a scoping exercise to identify the specific requirements of municipalities and prepare a mentorship program. • Communications - establish a joint task team (3x3) to undertake analysis of the SA ICT industry for human resources development and training. 8

Principles in the utilization of foreign nationals • No foreign national may enter or sojourn in South Africa with a view to permanent residence unless he or she is in possession of an immigration permit • The employment of South African citizens and permanent residents must receive preference and the recruitment of foreign nationals should only be considered as a last resort • The recruitment of foreign nationals should as far as possible be limited to critical occupations • Departments must monitor the availability of human resources within South Africa in respect of the critical occupations regularly • Recruitment of foreign nationals must take place with due regard to limitations in treaties, agreements or memoranda of understanding 9

Criteria to be met in the appointment of Foreign Nationals • The South African labour market must have been properly tested through national recruitment campaigns, with a view to recruit from within South Africa, before considering the recruitment of foreigners as a last resort • Employment should not be offered to foreign nationals where there is an adequate supply of suitable South African citizens or foreign nationals who have permanent residence • Employing a foreign national must not displace a South African citizen or permanent resident from his or her post • Should foreign nationals be appointed and an adequate supply of suitable (skilled) South African citizen become available in future, the employment of foreign nationals will have to be phased out in the critical occupations concerned in terms of the provisions of their employment contracts 10

  11. Education - Areas of investigation • A quantitative analysis was performed based on the information available on PERSAL, BAS and Vulindlela, with a focus on district support

Recommendations - Education It is recommended that - • National Education, with assistance from the Indian Government, conduct an assessment and develop recommendations on the role and responsibilities of district/circuit offices and District/Circuit Managers with some focus on the oversight/monitoring function and support to schools, by July 2006 • National Education with the assistance of DPSA conduct an assessment of the role and responsibilities of Principals and consider the creation of an Education Institution Management Service,by July 2006 • The National Department of Education in collaboration with the Provincial Education Departments develop norms for the staffing of non-school based educators, management and administrative support personnel, in line with the proposals in recommendation 1, by July 2006

Recommendations – Education (cont) • Provincial departments reprioritise their budgets and National Education, National Treasury, Provincial Education and Provincial Treasury consider the allocation of additional funding to give effect to the norms developed above with effect from September 2006 • National Education, utilising the SMS competency profiling battery, conduct an assessment of the skills gaps and develop recommendations on the bridging of these gaps within Senior Management in the provincial departments, by July 2006 • G&A DG cluster conduct an assessment of the application of the SMS performance management system and develop recommendations for improvement of the application of the SMS performance management system by July 2006 • National Education ensures the effective implementation of the performance management system for educators by July 2006

  14. Progress wrt India/SA activities • 1. The signing of the MOU • Progress:- • Principle agreement reached • MOU currently with State Law Advisors • 2. Setting up a joint senior management training programme • Progress:- • SAMDI has initiated discussions on the ffg areas: • Management training programmes • Exchange programme for senior managers • Training of community/village development workers • Establishment of Civil Service College

Field visits to districts to advise on staffing, skills, equipment, etc. • Progress:- • A proposal to utilise technical assistance from Education Development Consultants India ltd (Ed.CiL) towards – • The development of District Post Provisioning & Resourcing Norms • The determination of the critical skills and knowledge required for district management and administration • 5-day visits to 5 districts; 2 KZN and 3 EC

Technical support for the DoE mathematics and science strategy • Progress:- • A proposal to utilise technical assistance from Education Development Consultants India ltd (Ed.Cil) to– • Assess and benchmark the mathematics, mathematics literacy and physical science curricula for Grades 10-12 • Assess and benchmark the exemplar grade 12 examinations • Administer appropriate conceptual and pedagogic tests to identified maths and science teachers • Analyse tests and report on the results + on each teacher’s level • Train officials from the DoE and Provincial depts to administer the tests and to analyse the results

The establishment of a joint team by the DPLG – focus on municipalities • Progress:- • A working group has been established between DPLG and the Panchyathi Raj – focus on the induction of the newly elected councillors • Training of 18 municipal finincial employees in India – cost of training covered by India • 6. Undertake an analysis of the ICT industry for HRD and Training • Progress:- • DoC is currently developing a proposal for consideration • Information has been exchanged on space matters
