Introduction and Background The USAID/SIAPS program is working in collaboration with the (MoHFW) in Bangladesh to improve: Procurement management - processes and tools Logistics management and Information system of FP commodities Forecasting and supply planning for product availability Informed decision making on stock situation of FP commodities Monitoring progress and performance of the supply chain

Problem Statement • The Bangladesh MOHFW identified the availability, quality and use of data as key factors in improving supply chain performance for family planning commodities • Available and accurate data is critical for: • making informed decisions on FP commodities • monitoring performance of the supply chain • improving availability and use of products

  4. Process to Establish the Portal • FP supply chain system review, options analysis, and redesign • Conceptualize and design the SCMP • Introduce the electronic data management system • Improve paper based system to improve the quality of data entered in the electronic system • Improve documentation at all levels • Improve system and redesign (e.g. transition of the e-system from SCIP to SCMP) • Facilitate an enabling environment

  5. Rationale for Portal Development To improve data availability and visibility To establish a “visible” procurement process tracking to monitor milestones and avoid procurement delays To monitor use of information for decision making and troubleshooting

Progress to Date Improved monitoring of procurement packages through an interactive management dashboard Established system automated trigger alerts through e-mails and SMS Increased access to information on procurement delays and bottlenecks thus facilitating management decision making Expedited tracking and management of procurement for more than 90 percent of goods and services Enhanced transparency and accountability of procurement process Extended for use with other health commodities

  11. Milestones • Process of transferring hosting of the portal to the MOHFW • Government officials track the status of procurement packages and ensure the packages’ smooth progress. • Procurement performance has improved • Efficiency, effectiveness, and transparency at the central level.

Benefits Improved access to information to support decision-making Enhanced central data repository for procurement and logistics of health commodities Computerized supply chain management systems has reduced stock-out rates in Bangladesh Contributes to improve demand forecasting, fund-gap analysis, supply planning and the promotion of decentralized decision making. Discussion among donors on allocation of funding for informed procurement

  13. Challenges • Lack of clarity on procurement roles at the central level • Ensure timely update of procurement process data • Timely actions required based on information • Existing budget approval process (administrative & financial) • Improving the ICT infrastructure at all levels
