Rule book • Quarum can be called- a majority of members must be present. • Speaking on the floor- Must be recognized by the President of Senate. • Yielding the floor- giving up your right to continue speaking. • Senate committee- Privileges and Elections- • Have committee meetings with witnesses and evidence • Could result in expulsion for violations of Senate Ethics. • 5. Filibuster • Boys Camp- 200 acres paid by Government to be repaid by the boy rangers- $.10 at a time. Quarter mile either side of Willet Creek. Land bought by contributions of the boys, loaned to the boys by the government. • Must continue to talk as long as he can stand • Must remain in the chambers and keep talking. • Must remain standing- no sitting • Do not have to yield the floor. A Senator may yield to a colleague without losing the floor only if the Senator yields for a question or a point of order. • Cloture rule agreement to speak for only 5 min.- Senate votes on this. Three-fifths of the Senators must vote for cloture.

We saw a stereotype one in the video where Jim Taylor had Governor Hopper doing things for one person and not always listening to others. He did listen to his boys at the table about who to send to Washington. He kind of left it to chance with the coin toss landing on the paper with his name on the front page of it. • How does a political machine work?In the video the political boss or leader of the machine was Jim Taylor. He was a powerful newspaper guy in some state and used others to get what he wanted. He used Senator Paine by pressuring him in to thinking he could be the next president of the U.S. if he followed what Taylor said even when he did not like it. Like when he said he would not do it anymore yet did when Taylor made him think he would not help him anymore and told him to go back home. • What were some actions the machine took to expose Senator Smith as a fraud?The actions the machine took to expose Senator Smith as a fraud were headlines saying he was using the boy’s money for his own and he owned the land and would make money from its sale. When the boy rangers printed their own facts they were injured and stopped by Jim Taylor’s guys. • Who is the leader of the machine in the movie and who is the politician of the machine?

  10. Mr. Smith Goes to Washington- Essay Due-_____________ • After watching the movie, Mr. Smith Goes to Washington, you are to answer the following questions. Each question must be answered in a paragraph with at least 3-5 complete sentences. Your answers should be typed, however you may write them out in ink only. If you type your essay you should use 1.5 line spacing and a font of 12. Your answer will not be more than one typed page. As you answer the question, you must be specific with your examples. Using vague, unclear, answers will cause points to be deducted from your score. 25 points • What is a political machine? How does a political machine work? What were some actions the machine took to expose Senator Smith as a fraud? Who is the leader of the machine in the movie and who is the politician of the machine? (10 points) • Even during debate and filibuster, the Senators had to follow specific procedures and rules. Why is the government so formal? Why do they strictly enforce all the rules of procedures? What are some of the specific rules of procedure that Jefferson Smith and the other Senators had to follow either during the debate or at other times during the video? (10 points) • Using the video, relate the theme of the video to modern day politics. How realistic do you think the video was in portraying the legislative process, the relationships between member of government and the influence of money and private citizens on government? You may talk about stereotypes and other examples of propaganda put into the movie about some of the characters. (5 points)
