The Millennium Declaration- A Lot More to Do beyond MDGs - • Common values and principles • Peace-security and disarmament • Development and poverty eradication • Protecting our common environment • Human rights, democracy and good governance • Protecting the vulnerable • Meeting the special needs of Africa • Strengthening the United Nations

  4. The MDGs • 8 Goals • Few in number • Stable over time • Easy to communicate • Balance between South & North • 18 Targets, 40+ Indicators

The MDGs- Where do we want to be in 2015? – Eradicate extreme poverty and hunger Achieve universal primary education Promote gender equality and empower women Reduce child mortality Improve maternal health Combat HIV/AIDS, malaria and other diseases Ensure environmental sustainability Develop a global partnership for development

  6. RBEC at a glance • Poverty: Low but rising level of poverty • Univ. Primary Education: Not an issue? • Girls school enrolment: Not a major issue? • Under 5 Child Mortality: Not a major issue? • Attended birth: Not a major issue? • HIV/AIDS: Low prevalence rate. • Access to safe water: Not a major issue?

  7. Take a second look at… • Poverty • Income disparity within the Region • Income disparity within a country • HIV/AIDS • Low prevalence rate, but rising acutely • Where is Democratic Governance? • Where is Conflict Prevention/Peace-Building?

  8. …the key is to disaggregate • Regional analysis… • Don’t take average • No consistent definition of Poverty • Use national data: Compare trends, not data • Country level analysis… • Look into gender / ethnic / regional disparities • Identify meaningful Goals / Targets / Indicators

The MDGs- A Straight Jacket Solution? - • Expression of political commitment • Renew support for ODA, focused on outcomes, centered on people • Foster pro-poor policy reforms, resource re-allocation • Improve monitoring of social indicators • Time-bound and numerical targets accelerates progress

  11. Global Level 1. Annual S-G Reports DESA, 5 year comprehensive reports 2. Global Millennium Campaign Will increase support needed to achieve MDGs Two Campaign Units (Non-UN mechanism, North and South) Exchange experience, help sending consistent message 3. Millennium Project Will come out with the best strategies for meeting the MDGs Jeffrey Sachs and 10 Task Forces Interim report by 2003, Final report by 2005. The UN Strategy

  12. The UN Strategy Country Level 1. MDG Reports (MDGR) • Public affairs document: awareness, support raising • Snap shot of where a country is • At least one per country team, by 2004 2. National Millennium Campaigns • Build coalitions to place MDGs high on agenda • Locally determined structure, supported by Global Campaign Unit 3. Country Studies on Strategies and Costing 4. Operational Activities • Integrate MDGs into National Strategies and UN assistance framework • Tailor UNDP assisted programme/projects .

  13. Action 1: MDG Reports

  14. Purpose, Length, Periodicity • Public affairs tool – Snapshot of Status • Using existing systems and reports • Not analytical – Not prescriptive • Simple and concise (20-25 pages) • Input into national policy-making • Every 2-3 years; At least one by 2004

  15. MDGR Principles • National ownership • Capacity development • Not a part of conditionality

  16. MDGR Contents • Development context and country setting • For each goal: • Status of progress to date • Major challenges • Resources requirements • Status at a glance • Capacity for monitoring • Indictors • Other goals and targets

Is it a Burden? • Simple and concise; Use of existing data and reports • Flexible: Adapt Targets to meet the needs • Report on all the 8 Goals, and possibly more • Adapt and use only relevant targets / indicators • National definition of poverty line • Inequity in the distribution of wealth / income

  18. It is an Opportunity • Highlight region-specific issues sidelined at the global conferences • LDC vs. Low-Income Countries • Minority and other vulnerable people • Identify opportunities for East-East Cooperation

MDGR Preparation: How? • Obtain Govt’s green light • Workplan Preparation • Broader Consultations / Govt-UN Workshop • Turn the exercise into a national event / Media • Establish National Committee / Task Forces • Prioritization of Goals/Targets • Data collection (CCA, NHDR) • Establishment of Benchmarks: Govt endorsement • Zero Draft preparation – Evaluation Workshop • Adjustment and Final Draft preparation • Printing • Launching and Distribution / National Workshop • Keep the MDGRs rolling!!

  21. Purpose & Structure • Purpose: - Build coalitions to place MDGs high on agenda *** • Structure: - Locally determined structure and action

Campaign involves… • Support monitoring and analysis • Expand dialogue with national partners • Promote a web of partners that brings/offers technical and financial resources • Access to experiences through Global Millennium Campaign Unit • Reorient UN system’s communication and advocacy efforts around the MDGs

  23. Action 3: Operational Activities

  24. Help Realign National PlansRealign UN Activities…. Bear in mind… • There is over a decade to go • Support, not Supplant national leadership • Reach out to non-UN actors

  25. We should do this because… • Distinction between reporting and operational activities is artificial • UN has comparative advantage • Partnership with Government, civil society, etc. • Local knowledge and global network • Technical strengths and global experiences • UN has been mandated by the General Assembly • Results matter
