Status organization structure agreed with PM • 3 NSDI positions filled • 3 vacant donor coordination positions can now be filled (UNDP project is assisting with definition of functions and procedures) • 2 vacant IPA coordination positions can now be filled significant challenges remain • IPS Coordination function delivered by Director and DTS Office (no permanent full-time staff) • division of IPA responsibilities with MoI • no resources yet for monitoring function (awaits IPSIS assessment) PRESENTATION TO IPS SUPPORT GROUP

NSDI Status • reasonable progress being made • 21 of 21 sector strategies underway • 10 of 11 cross-cutting strategies underway • DTS Office to coordinate donor consultations • realistic to assume that an NSDI document with a mix of full and basic strategies could be approved by February 2007 • TA available through Trust Fund will assist completion of final document by end 2007; work will include • a number of strategies will require further work (approx. 50%) • costing will need to be reviewed and improved • impact of cross-cutting strategies on sector strategies needs to be assessed PRESENTATION TO IPS SUPPORT GROUP

  10. Immediate Needs Fund – Status FUND IS ADMINISTERED BY UNDP AND FUNDED BY SEVERAL DONORS PRESENTATION TO IPS SUPPORT GROUP

IPS Trust Fund: Project Document & Time Frames • delayed, but now nearing completion • Project Document will be revised and re-costed where necessary to take into account 2006 MTBP and NSDI experiences • draft available for donor review by Oct. 10 • donor comments/commitments by Oct. 25 • government approval by early November • signed agreement before year-end FUND TO BE ADMINISTERED BY WORLD BANK & FUNDED BY SEVERAL DONORS PRESENTATION TO IPS SUPPORT GROUP

IPS Trust Fund Document: Revisions • greater emphasis that this TA will primarily assist ministry IPS implementation, not central institutions • TA to be spread over 3 years: 2007-09(current document foresees completion of work in 2008) • The overall amount expected to be lower. Need to mobilize existing TA to contribute to IPS Products. (Donors need to cooperate on this) • ministries must meet minimum standards(e.g., completion of MTBP; establishment of SBI Working Group) to qualify for TA --to be assessed by government members of IPSSG • assumes that ministry consultants unlikely to be on-the-job before Spring 2007(affects way MTBP TA will be deployed) • ministries to have stronger role in needs analysis and consultant selection, but: • all administrative functions to be handled by central project unit • dual accountability to central institutions to ensure compliance with approved IPS methodology will be required PRESENTATION TO IPS SUPPORT GROUP

IPS Support Group: Future Meetings • need meeting in October to: • review final IPS Trust Fund document • review next steps (e.g., administrative agreements, procurement agreement) • advise on best way to package TA • need meeting in December to: • review internal assessments of 2006 process • recommend process improvements for 2007 PRESENTATION TO IPS SUPPORT GROUP
