  2. Health Cluster Message for 2010 • CONTEXT - Election year - Crisis - Increasing disparity between rich and poor • Maternal mortality (162 deaths) • Child mortality (under-five)

  3. Cluster priority areas / budget items • Primary Health Care • Water and sanitation facilities • Strengthening of Health Information Systems • Personnel services (Health human resource) • * NARS program • Improve TB surveillance and monitoring

Proposed Responses/Campaign strategy: = commodities, human resource, upgrading of health facilities and presence of facilities esp. for outlier communities e.g. bodies of water = critiquing cost effectiveness vis-à-vis well-being health outcome . = Respond the increasing demand for services => strengthen primary health care => health governance (increased community participation)

  5. Campaign strategy • “I TOLD YOU SO” => Glo - cut across cases of (i) vetoed and (ii) unreleased budget initiative • “WATCH OUT! => whoever is on top • “HUWAG MANGHINAYANG: Spend for the Health of Filipinos”

  6. Notes of Indigenous Peoples Concerns • Push for census of IPs • Look into IP Health Governance • Ensuring access of IPs to primary health services (e.g. catchment areas, mobile clinics etc)

  7. 2009 Budget Tracking • What to track? - Personnel Services (peopleware) - Family Planning (NFP) - Upgrading of health facilities (hardware)

  8. Identified Areas • Research areas - Reform sa Local Government Code - Reform sa GAA - Insertion of budget line Magna Carta Benefits health workers in DOH budget - Gender Responsiveness of budget items; Use NEDA’s harmonization of GAD mainstreaming - NCIP

  9. Suggestions for Capacity-buildings • Capacity-building on tracking and • Popularization of ABI’s advocacies (tracking)
