ThisprojectwassolvedfortheCzech Ministry ofTransportation in 2009 and 2010. Itrepresentsthefirstpracticalapplicationofthe ISO 19100 SeriesforGeographicinformation in aviation branch. Theprimaryaimofthis Project was to developthe technology forspecification, ensuring, assessmentandpublishingthequalityoftheaerialobstacle data in accordancewithCommissionRegulation (EC) Nr. 73/2010, ICAO Annex 15, nationallegislationandwithallkeystandardsandnormsof ISO 19100 Series - Geographicinformation related to quality andmetadata. Project „Database of Aerial Obstacles“ • Contractwith the Czech Ministry of Transportation (MT) • Joint team led by RIGTC consisting of specialists from MT, Aeronautical Information Services (AIS), Ministry of Defence (Geo, AF), surveyor of company operating the Prague – Ruzyně Airport • Solution in 2009 - 2010, eTOD – only „aerialobstacles“ (AO) • WPs: • - development of proven data gathering technologies compliant with Q and I requirements • - generation, administrationand update of database • - development of proven technology of Q and I assessment • - development of technology of positional accuracy assessment of aeronautical charts • Research and development, design, testing, validationofmethodologyandtechnologies meeting thequalityand integrity requirements • Documentationandresults are stored in „e-Projekty“ at MT CZ (CG942-064-910) and in RIGTC library EuroGeographics QKEN webinar

Database of Aerial Obstacles - eTOD • Web application (technologies ASP.NET and C#, NET framework 2.0, XML) • Browsers IE 7.0 and FireFox 3.6 or higher versions (Chrome, Opera ) • User dialogue in Czech language (English is being prepared) • Database MySQL • Focus on security, integrity, controled access and strict historization • All important changes are logged (what, when, whom, why - history of changes) • Time Slices • Deleting of data may be prohibited (optional) • Coding catalogues, data item description and gazetteer are in CZ and ENG • Data is described by metadata (about data set, about feature) • Metadata contains results of Quality, Integrity and Consistency checks (CRC 32Q) and are updated dynamically • Information on obstacles is accesible on web via user friendly forms EuroGeographics QKEN webinar

  11. eTOD - Quality and Integrity Requirements • Argumentation and evidence to show, that: • Accuracy and resolution requirements are met at data origination • Origin and change history for each data item is available for audits • Data is complete or missing items are declared • All processes (data origination, production, storage, handling, processing, transfer or distribution) for each data item are defined and are adequate for assigned integrity level • All personnel is proffessionally skilled • Maintenance of each obstacle data is secured throughout its lifetime • System of error reporting and efficient feedback from users are established …… EuroGeographics QKEN webinar

Responsibilities of participating bodies • Implementation of Quality Management System within participating organizations (ISO 9001:2008) • Adequate proffessional skills and moral quality of personnal (courses and training for ISO 19100 Series, methodology, security clearance ….) • Participation at elaboration of DPS according to ISO 19131 • Strict application of binding documentation (EU, Eurocontrol, ICAO, CZ_legislation, aviation regulations L15 etc.) • Secured data transfer (application of CRC 32Q method ), database integrity and database access only for authorized subjects • Close cooperation of all subjects (originators, database administration, data providers, data users …), regular feedback… EuroGeographics QKEN webinar

Conclusions – future development • Technology: • is proven by the users and is compatible with recent system of AIS of the Czech Republic • is ready for application without significant financial bardens • will consolidate several AO databases being operated recently in CZ into unified, central and standardized one • will satisfy user needs for next about 5 years • creates the solid base for further development (DIGEST and FACC, AIXM v. 5.1, UUID etc.) • Proposals for future development: • Streamlining of technologies, field survey of data with higher level of integrity (10-5), wireless field data transfer , optimization of processes, additional functionalities for Quality checks etc. • Integration of eTOD with other state information systems and GIS, databases and registers • Full exchangability with European Aeronautical Database (EAD) • Application of new digital geospatial data, especially from laser scanning of CZ territory • English language localization • Questions?
