  6. Important Guiding Principles from National Government • Good coordination, • Clear accountability and communication lines • One comprehensive plan (no duplication) • Political commitment • Cannot happen at expense of other government priorities (i.e. mandates)

What has the 2010 FIFA World Cup Unit said about structure • Roles and responsibilities between City and Province to be clearly spelt out • MLM is ultimately accountable to ensure Mangaung is ready for the 2010 FIFA World Cup • The two parties should establish joint Political and Technical Committees, led by the City to avoid unnecessary duplication and to ensure one plan • Mayor to lead Political Committee, supported by MEC • City Manager to lead Technical Committee, with involvement of provincial representatives and other stakeholders • Technical Committee to establish project specific sub committees • Legacy programme for the Province and the City

Role Clarity - City and Province • The City is responsible for the development, implementation and hands on management of all the activities necessary to ensure a successful preparation for the 2010 FIFA World Cup tournament • The Province is responsible for providing a facilitating, supporting and monitoring role to ensure that the Free State province in general benefits from the hosting of the 2010 FIFA World Cup tournament in Mangaung in accordance with the broader objectives of the Free State Provincial Growth and Development Strategy and those of National Government

  12. Stadia Main venue • Current planned upgrade is to 45 000 (minor upgrade) Training venues • 5 training venues identified - Seisa Ramabodu - Botshabelo - CUT - UOVS - Clive Solomon • This needs to be changed for geographic distribution within Free State, subject to FIFA guidelines

  13. FREE STATE STADIUM - ARTISTIC IMPRESSION 2010 Projected Seating Capacity: 45 000

  14. Accommodation Current situation • Has 5 000 beds (hotels, guest houses and self catering) Requirements • Requires 25 000 beds for matches up to quarter finals • Supporters +/- 40000 per venue • Involvement of other stakeholders

  15. Transportation • Integration of Air, Rail and Road network • Need to upgrade airport to handle traffic • Improvement on the following required for road travel - Roads network (National, Provincial and Local) - Busses - Metered taxis - Rental fleet - Mini bus taxis

  16. ICT • Broadband Capacity requirements (40 G Bytes capacity required in each host City) • Influenced mainly by outside stakeholders (National government and others) • Upgrading of website

Safety and Security • To consider • Law enforcement resources • SAPS has 1 km perimeter No-Go zone around stadium, training facilities, hotel and facilities used regularly by FIFA and teams • Installation of CCTV • Remember Elections in 2009 and 2011 (pressure to continue with basic services targets)
