History of NACP • NOVA initiated discussions with other national victim assistance organizations in April of 2001 in a meeting in Washington, D.C. • National Advocate Credentialing Program launched in October of 2003 beginning with grand parenting of experienced advocates (5+ years of experience in the field) • Grand parenting of experienced advocates has been in effect for the first two years of the program and expired October 31, 2005 • 541 advocates have been credentialed (15 Provisional; 110 Basic; 93 Intermediate; and 323 Advanced).

  5. Specialty Areas • Child Abuse Intervention Specialist • Domestic Violence Intervention Specialist • Drunk Driving Intervention Specialist • Homicide Intervention Specialist • Sexual Assault Intervention Specialist • Comprehensive Intervention Specialist • Program Management Specialist

Provisional Advocate Credential • Completion of NACP pre-approved 40 hours of “A” Series training only. • (40 hr. training provided by local, state and national training programs such as state victim assistance academies.) • No experience in the field required. • Need to attach certificate of completion from pre-approved training academy.

  7. Basic Advocate Credential • Completion of 40 hours of “A” Series and a minimum of 20 hours of “B” Series training (at least 20 hours is required for each area of specialty indicated by applicant). • Minimum of 3900 hours (2 years or 1950 hrs/year) of experience. • Observation of a minimum of 3 case interventions for each requested area of specialty.

  8. Intermediate Advocate Credential • Completion of 40 hours of “A” Series and  a minimum of 20 hours of “B” Series training (at least 20 hours is required for each area of specialty indicated by applicant). • Minimum of 7800 hours (4 years @ 1950 hrs/year) of experience. • Observation of a minimum of 3 case interventions for each requested area of  specialty.

Advanced Advocate Credential • Completion of 40 hours of “A” Series,a combined minimum of 20 hours in “B” Series (at least 20 hours is required for each area of specialty indicated by the applicant) and 20 hours of ongoing education of “C “Series training. • Minimum of 15,600 hours (8 years @ 1950 hrs/year) of experience. • Observation of a minimum of 3 case interventions for each requested area of specialty.

  10. Application Process • Submit completed application and all necessary forms for  Provisional, Basic, Intermediate or Advanced levels, including: 1. A Memorandum of Confirmation for each work or volunteer experience applied toward applicant’s experience in the field; 2. An Intervention Evaluation form completed by someone in a position to observe the applicant in a minimum of 3 case interventions (for Basic, Intermediate or Advanced levels only.) 

  11. Application Process (cont.) 3. Three (3) letters of recommendation (recent and relevant to the credentialing application; not employment reference or general letters of endorsement that do not specifically address the applicant's NACP credentials); 4. A signed Code of Professional Ethics for Victim Assistance Providers, and5. Payment of the application fee.

  12. Level Promotions • An applicant may use previously documented training hours for “A” Series and “B” Series to be promoted from one level to the next. • An applicant must have a minimum of 20 hours of “B” Series training in each specialty area designated by the applicant. • Applicant must document additional work/volunteer experience and submit Memorandum (s) of Confirmation to verify.   • (The maximum credit that will be given for "on-call" hours will be no more than 1,950 hours per twelve (12) month period.)  

  13. Renewal Requirements • Documentation of a minimum of 32 hours of continuing education from “A, B or C” series every 2 years (Continuing Education Documentation (CED) form downloadable for advocate’s use once credentialed). • Payment of the $75 renewal fee. • To add a specialty area, the applicant must document at least 20 hours of “B” Series training for any additional designated specialty area.

  14. Renewal Requirements (cont.) • For each specialty designation, there must be three (3) observations of case interventions (previously submitted case observations do not apply). • If promoting to the next level, documentation of additional work/volunteer experience. The maximum credit that will be given for "on-call" hours will be no more than 1,950 hours per twelve (12) month period.

  15. NACP Application Fee Structure • Provisional Advocate Credential $50 • Basic Advocate Credential $100 • Intermediate Advocate Credential $100 • Advanced Advocate Credential $100 Renewal every two (2) years: $75 ($100 if promoting to next level as a new certificate will be required)

  16. Next Steps • Add a specialty area for VOCA victim assistance and compensation staff specific to their unique services to victims. • Establish an appeal process for applicants who may not be satisfied with the decision of the review committee. • Establish a process to handle possible Code of Ethics violations. (Some state programs have taken action).

  17. Application Submission Dates & Form • Applications are due between May 1-31 and October 1-31 each year. • Review committee meets in June and November. • Complete overview of program and application can be downloaded from www.trynova.org/nacp
