Highly Qualified Special Education Teachers SECONDARY Special Education Teachers Co-teaches or facilitates instruction Provides DIRECT instruction Not required to be HQT Must be HQT Students tested by alternate achievement standards Teacher must meet the same definition of HQT as elementary teachers – Elementary Education MTTC Students tested with MEAP/MME Use one of the HOUSSE options or test

  3. Highly Qualified Special Education Teachers Secondary means… • 9-12 special education classrooms • regardless of setting, self-contained or departmentalized • 6-8 special education classrooms • departmentalized

Highly Qualified Special Education Teachers Documentation Change! • Why 1998? • 9 years is the maximum amount of time a teacher can work on a Provisional certificate without having earned the total of 18 semester credit hours necessary for either the SECOND PROVISIONAL RENEWAL or the PROFESSIONAL certificate. Teachers certified prior to 1998 SHOULD be able to utilize HOUSSE option #1

Highly Qualified Special Education Teachers HOUSSE Options- Note: Three years of experience previously required has been retracted • have completed, after receiving the Michigan Provisional teaching certificate, a minimum of 18 semester hours in a core academic subject program of study or towards a master’s or higher degree that supports the teaching of the core academic subject that supports

Highly Qualified Special Education Teachers Masters Degrees (HOUSSE #1): March 2004 Flexibility Update • Master of Arts in Teaching • Master of Arts in Elementary Education • Master of Arts in Secondary Education • Master of Arts in Curriculum & Instruction • Master of Arts in Educational Technology

Highly Qualified Special Education Teachers Masters degrees that cannot be used to verify HQT status, as a “blanket statement”: • Masters in Special Education (per Dr. Hughes January 2005 letter stating “in and of itself”) • Masters in Educational Leadership/Administration • Masters in Educational Psychology • Masters in Psychology • Masters in Counseling

Highly Qualified Special Education Teachers 18 Hour Planned Program (HOUSSE #1): • content related • not necessarily content specific • Examples – • Methods of Teaching Math • Reading in the Content Areas • Integrating Technology (content related) • Strategies for Instructing Students with Learning Disabilities

  12. Highly Qualified Special Education Teachers HOUSSE Options – 2. Have completed an individual professional development plan of 90 clock hours of professional development or 6 semester hours of coursework in the specific content area within the last five years

  13. Highly Qualified Special Education Teachers HOUSSE Options – 3. Demonstrated competence, as outlined in a local performance assessment of the employing district or school such as a portfolio • Multi-subject portfolio for special education teachers is available on our website

  14. Highly Qualified Special Education Teachers HOUSSE Option #3 Components: College Level Course Work Years of Teaching Experience Content Specific Professional Development Activities Service to the Profession in the Content Area

  15. Highly Qualified Special Education Teachers All teachers- • Demonstrate competence across ALL the core academic subject areas by utilizing one of the HOUSSE options Brand NEW teachers- • Recommended that they take at least one of the “core four” MTTCs along with the Elementary Education MTTC
