  5. Appropriations Status Labor-HHS-Education Strengthening Hispanic-Serving Institutions:Part A • FY 2012 Final - $100.4 million • Drop from:$117M in FY 2010 to $104.3M in FY 2011 • President’s Budget $100.4M in FY 2013 • HACU Request - $175M in FY 2013

Promoting Post-baccalaureate Opportunities for Hispanic Americans - Part B • Mandatory funding - $11.5M in FY 2012 • Flat-funded - ($11.5) from FY 2011 and FY 2010 • Discretionary – $9M in FY 2012 • Drop from $9.3M in FY 2011 • Drop from $10.5M in FY 2010 • President’s Budget: $9M in FY 2013 • HACU Request: $100M in FY 2013

  7. STEM Funding for MSIs Amends the Higher Education Act by extending funding for programs at HBCUs and other MSIs through 2019, to help low-income students attain degrees in the STEM fields: • $100 million to Hispanic Serving Institutions including $10 million for community partnerships, • $85 million to Historically Black Colleges and Universities, • $15 million to Predominantly Black Institutions, • $30 million to Tribal Colleges and Universities, • $15 million to Alaska, Hawaiian Native Institutions, $5 million to Asian American and Pacific Islander Institutions, and • $5 million to Native American nontribal serving institutions.

  8. Hawkins Centers of Excellence (New Request) • FY 2013- $30 million for the new Hawkins Centers of Excellence program to increase the pool of minority educators by expanding and reforming teacher education programs at Minority-Serving Institutions (MSIs).

  9. First in the World Fund • The President’s budget requests $55 million for a program (First in the World), under the Fund for the Improvement of Postsecondary Education (FIPSE), to support reform and improvement in postsecondary education. • Up to $20 million reserved for MSIs.

  10. Pell Grants • FY 2012 Final • $5,550 per student • Includes significant changes to eligibility requirements • FY 2013 Proposal • $5,635 per student

HUD MSI University PartnershipEliminated in FY 2011 • Funds used by institutions to “revitalize neighborhoods, promote affordable housing and stimulate economic development in their communities.” • The HUD MSI-University Partnership Programs represented a set of powerful tools for these institutions to enhance our nation’s competitiveness and promote social stability and cultural richness.

  17. HUD AppropriationRequests FY 2013 • FY 2012 Final - $0 • President’s Budget - $0 • HACU FY 2013 Request - $15 million • In FY 2010 was funded at $6 million

National Science Foundation • HSIs are currently the only group of MSIs not receiving targeted NSF infrastructure development funding. • HACU Request FY 2013 - $30 million for a competitive grants program within NSF to support HSIs research, curriculum and infrastructure development, and other purposes.

Elementary and Secondary Education Act (ESEA)* HACU Recommendations on Early Childhood Education • Authorize $20M competitive grant program for HSIs to increase the number of culturally and linguistically competent early childhood education teachers and assistants to address needs of ELLs • Authorize $5M competitive grants programs for HSIs to develop family literacy programs • Authorize a $3M competitive grants program for HSIs to create a mentorship program *Previously, No Child Left Behind (NCLB) Act

ESEA (continued) HACU RecommendationsDiversifying the Ranks of our Nation’s Teachers and Principals • Authorize a competitive grant program of $50M to train teachers to be culturally and linguistically prepared • Authorize a competitive grant program of $50M to develop culturally and linguistically prepared master teachers in STEM to teach at HSSDs • Authorize a loan forgiveness program of $10M for students who attend an HSI, receive a teaching certificate, and teach in an HSSD for no less than 5 years.

  22. ESEA (continued) HACU Recommendations on HSI/HSSD Collaboration to Expand Access to Higher Education • Authorize the creation of a Hispanic Serving School District (HSSD) designation, which consists of school districts with a Hispanic Student enrollment of at least 25 percent. • Authorize a $15M competitive grant program to expand the number of AP courses in STEM areas to HSSDs • Authorize a $20M competitive grant program for HSIs to collaborate with HSSDs to develop and improve dual enrollment programs.

  23. Workforce Investment Act (WIA) • HACU requests $20M competitive grant program for 2- and 4- year HSIs focused on training Hispanics and low-income youth and adults in health care professions. • HACU requests a $20M competitive grant program for 2- and 4- year HSIs focused on training Hispanic and low-income youth and adults in “green jobs” and technology. • HACU requests a $20M competitive grant program for migrant and seasonal farm worker programs to develop skills and training to move into year-round employment.

  24. Foreign Assistance Act(HSIs Study Abroad Program) Establishes a $40 million competitive grants program for an HSIs Study Abroad Program under the Foreign Assistance Act of 1961 (P.L 87-195) Section 105 and (PL 107-206); under the U.S. Department of State, Bureau of Educational and Cultural Affairs. • Hispanic students from HSIs to study in countries of the Western Hemisphere for a period of no more than (2) years. • Western Hemisphere college and university students for study at an HSIs for a period of no more than (2) years.

  25. Reauthorization of the 2008 Farm Bill • HACU Recommends: • Preserve Current Programs • New Recommendations – inclusion of the following provisions in the authorization of the 2012 Farm Bill under Sec. 14204 of the 2008 Farm Bill reauthorization to be added as Sec. 14204.2: • A $40M competitive grants program authorized for HSACUs to train Hispanic farm workers and other Hispanic youth working in agriculture-related fields for jobs requiring skills in new technologies in agriculture, food science and safety, bio-energy and environmental sciences, and other related skills as the Secretary may determine to be appropriate. • A $5M special scholarship program for Hispanic youth from families employed in agriculture and food processing who demonstrate an interest in pursuing a career in the agriculture and food science industry or related areas.
