Rapid Audit Program • Risk Assessment of all VET ESOS providers • RAP 1 • 17 multi-agency audits completed (June – October) • 14 audit outcomes in progress • RAP 2 • Further 24 Rapid Audits approved 3 September 09 • 10 audits completed, outcomes in progress Victoria’s education and training regulator

  4. Rapid Audit Program Rapid Audit Program risk assessment model is being extended nationally by DEEWR and other State regulators Rapid Audit Program’s methodology and coordination between VRQA, DEEWR and DIAC will continue Victoria’s education and training regulator

  5. ESOS Act Amendments Amendments to the ESOS Act will cease all current CRICOS registrations at 31 December 2010 and require all providers to be re-registered from 1/1/2011 against 3 additional criteria: • the provider’s principle purpose is to provide education • the provider must have a clearly demonstrated capacity to deliver education to a satisfactory standard • the provider must publicly list all of its accredited Education Agents VRQA to approve ‘clearly demonstrated capacity to deliver ’ Victoria’s education and training regulator

ESOS Act Amendments VRQA will be re-registering all 340+ Victorian CRICOS providers in 2010 according to nationally agreed process: 4 Tier Risk-Based Approach: • 1 Low Risk public universities, registered schools, TAFE, HE • 2 Med Risk self assessment process • 3 High Risk potential audit/review to re-register • 4 High Risk new applicants – initial audit against new criteria Victoria’s education and training regulator

VRQA Guidelines for VET ESOS New VRQA Guidelines being developed under Ministerial Direction to take effect 1 January 2010: • For new VET ESOS providers • For CRICOS re-registration by 31/12/2010 VRQA consulting with industry stakeholders now and draft Guidelines for distribution from November 2010. Final draft for VRQA Board approval at December meeting. Victoria’s education and training regulator

VRQA Guidelines for VET ESOS New VRQA Guidelines cover 6 key areas critical to “clearly demonstrated capacity to deliver education” : • Financial & Management Capacity • Governance & Reporting • Quality & Continuous Improvement • Consumer Protection • Student Welfare • Educational Resources & Facilities Victoria’s education and training regulator
