The Opportunity Center for Employment and Education (OCE&E) • The first all-in-one integrated one stop center of its kind in the state of Washington – and our nation. • Designed to provide seamless employment, education and public assistance support to low-income, unemployed and underserved members of our community and their families. • Integrating separate service delivery systems to create a more successful and streamlined experience to help people achieve self-sufficiency through education and employment.

OCE&E: WA State House Bill 2684 Three Washington State agencies: • North Seattle Community College (NSCC) • The Department of Social and Health Services (DSHS) • The Employment Security Department (ESD) • Jointly funded a capital project • Build a state of the art building on the NSCC campus • Moved in May 2011 and begin a revolutionary journey towards integration

OCE&E: A National Model What makes this model so unique? • We have the entirety of three state agencies working together in one building towards a common goal • Integration, not co-location • Mandated by HS Bill 2684 and supported by the legislature • Supported by the OCE&E Policy Committee • The Workforce Development Council of Seattle-King County (WDC) • North Seattle Community College (NSCC) • The Department of Social and Health Services (DSHS) • The Employment Security Department (ESD)

Looking beyond the individual goals of each agency towards the larger vision of the OCE&E • Investing in human capital and our community • Developing a highly effective service model • Decrease in duplication of services • Increased benefits to customers • Advancement through education and training • Decreasing the skills gap • Living wage jobs • Benefit of shared resources • Utilizing existing IT capabilities until IT integration is complete

OCE&E: Integration IT Integration • Three state agencies – three IT systems – one goal • Planning grant from the Bill & Melinda Gates Foundation • Full participation by all three state agencies and 20+ community partners Agency Integration • Maintain the integrity of individual agency missions, performance measures, and directives while creating an integrated center with its own performance measures and service goals Service Integration Cultural Integration

OCE&E: First Year Milestones • Over 40,000 individuals served in year one • Over 200,000 services provided • Averaged 800 visits per day • Progress on House Bill mandates • Performance measures developed with SBCTC • Comprehensive educational funding and intensive service delivery protocols created • IT Integration project started • Continuous engagement with CBO’s and the larger community We are making a difference in people’s lives!

OCE&E: Looking to the Future Washington State is leading the rest of the country in one-stop integrated partnerships. • Increase outreach both locally, and nationally, to share best practices and educate the public about the OCE&E’s services for our community • Increase access to education and training • Development in progress on an employer services team to help ensure our students, graduates, and customers access living wage jobs. • Continue to identify and form partnerships with organizations that enhance the services and supports we provide
