National Perspective • 71% of districts are in some stage of implementing RTI – up from 60% in 2008 and 44% in 2007 • RTI is being increasingly implemented across all grade levels with a significant increase in high school implementation compared to 2008 • Of districts with enough data, 83% indicated RTI has reduced the number of referrals to special education • Districts reported the three primary obstacles to implementing RTI as: Insufficient teacher training, Lack of intervention resources, Lack of data, knowledge, skills for tracking/charting 2010 www.spectrumk12.com

Systems Change and RtI Implementation • Common language, common understanding • Needed to develop CONSENSUS • Planned and pursued in a systemic manner over time • Change is a 4-6 year process • One size does NOT fit all • Professional Development is critical • Outcome evaluation is NON-NEGOTIABLE • Strong Leadership • Leadership is not a role or title, but a skill set

LEARN Act and RTI …why do we call the process MTSS • LEARN Act is the literacy foundation of ESEA (2010-2011) • RTI Language in the LEARN Act is called “Multi-Tier System of Supports • Multi-Tier System of Supports - MTSSThe term ‘‘multi-tier system of supports’’ means; A comprehensive system of differentiated supports that includes evidence-based instruction, universal screening, progress monitoring, formative assessment, and research-based interventions matched to student needs, and educational decision making using student outcome data.

  9. I. Consensus Building RtI concepts are communicated broadly and the foundational “whys” are learned, taught, and discussed with small team and larger staff. Establish your need.

  10. II. Infrastructure Building • Team determines “how” it can be done at your site. Solutions & ideas are based on your needs. • Examine effectiveness of your current practices for intervention. Use rubric for success. • Explore options for varying current resource allocations (time, staffing, space and money). • Conduct gap analysis and investigation into solutions for practice to close the gap.

  11. III. Implementation • Structures and supports are put into place to institutionalize practices that will then become “business as usual”. Ex. Schedule, staffing allocation, resources, time etc.

Stages of Implementing MTSS / RTI • Consensus • Belief is shared • Vision is agreed upon • Implementation requirements understood • Infrastructure Development • Regulations • Training/Technical Assistance • Model (e.g., Standard Protocol) • Tier I and II intervention systems • Academic Support Plan • Data Systems and Management • Technology support • Decision-making criteria established • Schedules • Implementation

Why have past initiatives failed? • Failure to achieve consensus • School culture is ignored • Purpose unclear • Lack of ongoing communication • Unrealistic expectations of initial success • Failure to measure and analyze progress • Participants not involved in planning • Participants lack skills and lack support for the implementation of new skills

  14. How can the Leadership Team help… • Work collaboratively to achieve implementation • Define clear and agreed upon roles and responsibilities • Meet frequently to monitor the progress of implementation, plan professional development, and provide technical assistance for implementation

  15. Leadership team ensures… • Professional development is provided for all to learn the skills it takes to do the job. • WHAT is provided is based on WHAT the staff needs, not the “flavor of the month”… • Based on common sense

  16. Time is provided for all staff to meet and collaborate with peers Remember if you haven’t planned it…you can’t document it & you can’t measure your progress!

  17. Leadership Team guiding concepts Set the tone Provide the necessary resources Create reinforcement and accountabilitysystems for teachers and staff to be successful The implementation and sustainability of MTSS/RTI will not be successfulwithoutstrong leadership and administrative support.

  18. Even Super Administrators have limitations… • Leadership is more than one person • It takes a team to get the work done • A building leadership team takes the lead.

Effective Leadership Strategies for Implementing Change • Pro-Active vs. Reactive—determine needs • Start small, grow Naturally • Build relationships, determine strengths of team members and build on those • Good listener • Keep a pulse on climate • Know your school and district’s culture • Work with those at district and at your site

Open the egg crate, everything is fair game Where do we find the money? Re-direct any available funds, re-allocate gen fund Where do we find the manpower? Utilize support staff, volunteers, parents Include everyone on the “Team” Create an RtI Team of shareholders

  26. Locating the money Possible Funding Sources Use existing funds differently More flexibility of funds now PTA/Foundation Targeted RtI Funds Federal Grants Civic Group Grants Ex. Rotary, Ebell, Pacific Life Principal’s job is to find the money!

  27. Where do we find the manpower? Create an RtI team of shareholders Include everyone! Or else!!!

  28. Where do we find the time? First determine your Core and I/E Time (Intervention and Enrichment) Establish a process to develop a schedule to meet your needs. Consensus will be important

Measure, Monitor and Adjust (Tilly, 2010) • Use Data from benchmark, teacher made tests, curriculum based assessments, and progress monitoring data to measure student growth • 150-200% growth in one year is the goal • Utilize opportunities for blending Special Ed and General Ed opportunities as needed • Use Assessments & Interventions
