TETRA MoU – Brief History • Formed in November 1994 • Objective: “Grow the TETRA market and its functionality for the mutual benefit of Users, Potential Users, Regulators, Manufacturers, ETSI, Value Added Service Providers, Application Houses, Test Houses and other TETRA investors world-wide”
Membership • 114 members in 30 countries • Manufacturers, application providers, integrators, users, operators • 7 Regional Forums • Australasia • France • Germany • Hungary • Norway • Russia • Southern Africa
How do Forums Work? • Local technology promotion benefits from local presence and set-up • Size of region to be considered, 1 country or few similar countries • TETRA Forum works in cooperation with TETRA MoU Association in the spirit of the Memorandum document • Acknowledged Forum joins the TETRA MoU Association as a member • Forum signs the Memorandum document • Forum membership is open to all who accept the purposes of the Memorandum document
Purpose • Framework set by the Memorandum document • Rules of TETRA MoU Association state the generic objectives • Forum should agree a purpose statement including e.g.: • Promoting TETRA within its area • Facilitating exchange of information • Securing sufficient spectrum • Representing member's interests in regulatory & industry bodies

Rules & procedures • Forum should agree rules, model made by MoU • Acceptance of the Memorandum (MoU) document • Acceptance of the Purpose statement of the TETRA MoU • Own detailed purpose statement e.g. in local rules • Management structure, meetings, decision making by consensus • If own budget, some extra things needed
Funding • Decide whether own budget & funds are necessary, experience suggests yes • If own budget, the Forum may need: • Registration of Forum according to local law • Rules for deciding membership fees/other income sources • Rules for making financial commitments • Rules for auditing and approval of P&L and balance • Forum can always apply for financial & other contribution (for example speakers or experts) from TETRA MoU Association for major projects or events
Management structure • Avoid bureaucracy if limited resource commitment • Administrative meeting once a year • open meetings, should have technology and business focus rather than administrative • Own budget brings stricter rules to management • Lean management organisation is practical • Chairman should be elected once a year • can formally represent the forum outbound • Board size & other nominations up to local decision
Activities • Promotional work assumed to take biggest effort as long as the market is evolving • seminars and workshops for face to face contact and two-way communication • own web site is a valuable tool, if resources permit regular updating • publications ad hoc or regularly, mailing list • Local technical work groups may be needed • Representation in spectrum & regulatory bodies sometimes brings tangible results • Report your activities to TETRA MoU (& TETRA News)
Communications • Knowing the local needs, local language and the right people is a valuable asset • Focus on local issues after satisfactory level of general awareness achieved • Continuity, regular events, fresh web page • Contact point for members etc - web forum? • Face to face contact via seminars, workshops • Manpower is likely the limiting factor rather than financing - try to find one or two marketing champions • Acknowledged Forum can use the TETRA logo • Use links to/from www.tetramou.com
