White paper on Equity & Excellence: Liberating NHS • Different level of commissioning: • NHS Commissioning Board - Responsible for commissioning other services such as primary medical services, dentistry and community pharmacy. Also Maternity and new born care • Clinical Commissioning Groups led by GPs - Responsible for commissioning local health services • A focus on whether peoples’ health is improving: outcomes • Public Health Functions and Leadership returned to Local Authorities

White paper on Equity & Excellence: Liberating NHS • Health and Well Being Boards and partnerships-The Government’s vision is for ‘health and wellbeing boards to drive a collaborative approach to commissioning underpinned by a shared understanding of the needs of the community, a shared strategy which will best address those needs within the collective resources available • Local Health Watchto promote the voices of children, young people and families, to inform commissioning and decision-making about their care • All NHS Trusts will become foundation trusts (FT),or be part of an FT, with staff having a greater say in how their organisations are run • PCTs to be abolished 2013

In Cambridgeshire • Shadow Health and Well Being Board (2012-13) - Joint Strategic Needs Analysis (JSNA) - Develop a Strategy - Identify priority areas • Shadow Clinical Commissioning Group (across Cambridgeshire and Peterborough) • Pinpoint commissioned to link with Local Health Watch when established

Local Health Watch • The Local Healthwatch (LHW) service will replace the existing Link Involvement Network (LINk) from April 2013. • Its role would be to ensure views and feedback from patients and carers formed an integral part of local commissioning across health. • Local authorities would have a statutory responsibility to ensure that a LHW was established in its area and to commission a NHS complaints advocacy service, either from the LHW or another suitable provider. • The Department of Health has confirmed it would provide funding to all top tier local authorities to support the commissioning of HealthWatch services in their area. The amount available locally was yet to be confirmed.

Other developments • Participation training to all health providers by Pinpoint • Hospital Passport – should this be the healthcare passport? • Health Action Plan - Coordination of health information - Improved information sharing - Interface with Single Plan • Core offer of therapies to schools – Level of need informing level of intervention • Early Support Review and new arrangements - Multi agency sign up - Delivered through Children Centre Hubs - Emphasis on Key Worker role, Family Service Plans, Team Around the Family approach
