Use of social, political and economic power against people on the basis of the colour of their skin, ethnic or national origin The belief by one group of people that another (or others) is inferior Racism is not natural. It is developed to maintain and perpetuate inequality Combination of prejudice and power. i.e thought and action What is Racism Education and Social Work Services

  4. The Race Relations (Amendment) Act 2000 extends the scope of the RRA 1976 to cover all the functions of the Council. It gives public authorities, a general duty to promote race equality. The duty requires the Council when carrying out it’s policies, employing people and delivering services, in partnerships or otherwise to have due regard to the need to 1. Eliminate unlawful racial discrimination 2. Promote equality of opportunity; and 3. It shall be the duty of the authority to secure that the education is directed towards the development of the personality, talents and mental and physical abilities of the child or young person to their fullest potential.   20. The Stephen Lawrence Inquiry Report (conducted by Sir Ian now Lord Macpherson of Cluny) defines institutional racism as: “The collective failure of an organisation to provide an appropriate and professional service to people because of their colour, culture or ethnic origin. It can be seen or detected in processes, attitudes and behaviour which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness and racist stereotyping which disadvantaged minority ethnic people” Institutional Racism Education and Social Work Services
