Eligibility Applicants (Project Promoters) – NGO Definition A non-profit voluntary organisation established as a legal entity, having a non-commercial purpose, independent of local, regional and central government,public entities, political parties and commercial organisations. Religious institutions and political parties are not considered NGOs

  6. Eligibility Project Partner A public or private entity, commercial or non-commercial, as well as nongovernmental organisations, all of whose primary locations are either in the Donor States, Beneficiary States or a country outside the EEA that has a common border with the respective Beneficiary State, or any inter-governmental organisation, actively involved in, and effectively contributing to, the implementation of a project. It shares with the Project Promoter a common economic or social goal which is to be realised through the implementation of that project. Eligible Countries: Cyprus, EEA (Norway, Liechtenstein, Iceland), other Beneficiary States (Spain, Slovakia, Slovenia, Romania, Portugal, Poland, Malta, Latvia, Lithuania, Hungary, Greece, Estonia, Czech Republic, Bulgaria)

  7. Partnerships Project Partnerships (Special Cases) Bi-communal character: cooperation between Greek Cypriot and Turkish Cypriot Community Bi-lateral character: cooperation between Cyprus NGOs and organizations from EEA (Donor) States

Core Areas of Support • Democracy • Human rights including minorities rights (ethnic, religious, linguistic and sexual orientation) • Good governance and transparency • Participatory democracy • Combat racism and xenophobia • Anti-discrimination • Social inequalities, poverty and exclusion, including in rural areas • Gender equality • Gender-based violence

Additional Areas of Support • Protection of the environment and climate change: • Awareness raising and civic participation • Develop umbrella organisations and/or new networks on biodiversity/climate change • NGO involvement in national action plans related to biodiversity and/or climate change • Mobilising local involvement to protect biodiversity • Environmental educational activities and training for teachers • Provision of welfare and basic services

Focus: Strategic targeting to support key priorities and promote sustainability • How can we ensure strategic and sustainable support to core areas and donor concerns? • Which areas should we specifically target? • How can we promote the critical role of NGOs in advocating, raising awareness and promoting democracy? • What are the capacityneeds of the sector? 2.
