  1. Technical Assistance Workshop Business ServicesJuly 22, 2011 9:00 a.m. July 26, 2011 2:00 p.m.

Background The Workforce Investment Act (WIA) authorizes the use of federal funds for the purpose of providing workforce investment activities which support the goal of creating an educated and prepared workforce. WIA programs and services are intended to: • Assist clients in achieving employment success • Support employers by delivering workforce solutions that are in alignment with the needs of local business and industry.

  3. Purpose As a public agency the WDB is charged with creating workforce development policies and programs to support the needs of the community. The WDB seeks to procure services to expand its ability to reach out and provide business services to local employers, as well as coordinate service delivery amongst other local agencies.

  4. Statement of Work • Respondents are being asked to submit a proposal for the marketing, coordination, and delivery of Business Services in the local workforce investment area. • Proposal must align with the goals of the ICWDB to connect workforce skills and training with local business needs. • Key to undertaking this work is spending time with ICWDB and One Stop staff to learn about the resources and services available through One Stop and other partners. • Respondents should describe how they will work within the WIA and One Stop system, as well as with other partners such as chambers of commerce, training providers, government agencies, and economic development entities.

  5. Scope of Services • Coordinate the delivery of business services among local service providers and public/private agencies. • Administer contact management database for Business Services community • Network with and provide information to local chambers of commerce, industry associations, service clubs and employer/business related organizations. • Support business retention, expansion and recruitment by linking businesses to workforce programs and referrals to other services. • Conduct marketing and public relations activities to promote and educate on workforce development services. • Deliver Rapid Response services together with the Rapid Response team.

Deliverables & Performance Measures • Monthly attendance & report on activities at WDB Business Services Committee Meeting • Quarterly Reports delivered to WDB Executive Committee • Annual Report delivered to WDB Board Meeting • Administer 200 Business Needs Assessments per Quarter • Enter and monitor data in contact management database • Minimum of 5 business events per quarter (networking events, employer events, sponsorships, etc.) • Performance metrics on marketing activities (for example: conduct surveys to assess awareness of One Stop services) • Quarterly Rapid Response report to WDB Executive Committee

  7. Funding Total Funding Available: $135,000 First year services will commence on 10/01/2011 and conclude on 9/30/2012. A second year contract extension may be available, pending respective year’s WIA allocation, to commence on 10/01/2012 and conclude on 9/30/2013.

  8. Requirements • Applicants must be an Economic Development Company or Organization, a Chamber of Commerce or a Business Services Provider and must be Locally Certified to provide services by the Imperial County Workforce Development Board. • Certify that the organization is not proposed for debarment, presently debarred, suspended or declared ineligible, as required by Executive Order 12549, “Debarment and Suspension”, and implemented by 28 CFR Part 67 for prospective participants in primary covered transactions; • Maintain adequate files and records and meet statistical reporting requirements; • Demonstrate administrative and fiscal capability to provide and manage the proposed services to ensure an adequate audit trail;

  9. Requirements (cont.) • Ability, experience and methodology for executing all the services outline in the RFQ. • Knowledge of the WIA System, One Stop Network, and local labor market and industry needs.

  10. Additional Information The WDB has the discretion to determine the intensity and scope of services. Services proposed will be evaluated on the likelihood of resulting in positive performance outcomes. Fiscal oversight shall be the responsibility of Imperial County Workforce Development Office.
