Data Sharing Task Force Scope and Deliverables Task Force Scope RPIC established a data sharing task to develop a policy that guides the sharing of data that is now available to the Reliability Centers (RCs) in ways that recognize the value of this information to WECC members, and to the industry as a whole, while also complying with confidentiality, security and other requirements. Deliverables A proposed WECC policy governing the sharing of Reliability Center data Procedures to be used by the RCs and other WECC organizations for implementing the policy in responding to requests for information Identify any existing WECC policies or procedures that may need to be updated, streamlined or eliminated in conjunction with the proposed policy and procedures developed by the task force

Data Sharing Task Force Activities and Team Members Drafted a Mission and Scope document, along with the guiding principles to be used in the development of recommendations Two meetings/calls since the October 2009 RPIC and Board meeting Developed a list of 12 key issues (see next slide) to address in the course of this work, including establishing decision criteria, controls and an appeals process Target is to provide recommendations to RPIC for consideration at its meeting in March 2010 or sooner Task Force Team Members

Data Sharing Task Force Issues to be Addressed Appropriate types of requests for data or information sharing projects Obligations under the WECC Revised Delegation Agreement or any other existing and relevant executed agreements or policies Processes that may allow a request to be fulfilled through an existing executed agreement Criteria for determining if a request furthers WECC’s strategic goals and provides benefits to members Approval if no existing executed agreement or policy covers the request Development of a WECC member “benefits test” and criteria that is pertinent to all classes of the WECC membership Sufficient controls and oversight to assure information request responses comply with WECC policies and legal, regulatory and contractual requirements Information request denials and the associated appeals for reconsideration of denials Methods for transmission of data to include any applicable cyber security protection or Critical Energy Infrastructure Information (CEII) protection Information requests from non-WECC members or representatives of WECC members Data delivery commitments (raw data vs. creation of customized formats or reports) Risks and opportunities presented by this effort 4
