Statistical Capacity Building Activities Relative to the SPECA Countries

This project aims to improve the quality and scope of monitoring Millennium Development Goals (MDGs) through capacity building activities. It includes various initiatives such as data collection, expert group meetings, and workshops. The goal is to enhance the skills of data producers and improve the quality and coverage of development data.

Supporting Strategies Based on MDG through Integrated Regional Action, 2009 - 2010 • Background: Only partial coverage of UNECE region’s development concerns by the global framework of MDG monitoring • Objective: To improve the quality and increase the scope of monitoring MDGs • Jointly with UNESCAP, UNICEF, UNDP, UNFPA, UNDESA. Funded by the UN Development Account • Expected results: • Better informed and trained data producers • Improved quality and coverage of development data • Regional MDG database • Main activities in UNECE region: expert group meeting, workshop, data collection • Lessons learned: • NSOs are insufficiently informed of the MDG monitoring framework • NSOs highly appreciate methodological guidance on monitoring MDGs • Next: workshop on MDG indicators

Strengthening Capacities for MDG Monitoring, 2010- 2011 • Background: Insufficient quality of data for monitoring MDGs • Objective: To improve the quality and comparability of MDG data and enable better monitoring of MDGs through inter-regional knowledge exchange • Jointly with the other UN Regional Commissions, UNICEF, UNDP, UNFPA. Funded by the UN Development Account • Expected results: • Improved understanding of quality issues & improved quality of data on MDGs • Better informed and trained data producers • Regional MDG database • Main activities: Inter-regional expert group meeting, one regional workshop, advisory missions, study visits, data collection, on-line platform for knowledge exchange • Lessons learned: • NSOs are insufficiently informed of the MDG monitoring framework • NSOs highly appreciate methodological guidance on monitoring MDGs • Next: Inter-regional expert group meeting, Geneva, 5-7 Oct 2010

Dealing with International Migration 2010-2011 • Background: Increasing importance and policy implications of migration • Objective in the UNECE Region, focusing on CIS: • Improve availability and quality of international migration statistics • Promote use of migration statistics for analysis and policymaking • Jointly with the other UN Regional Commissions and UNDESA, Funded by the UN Development Account • Expected results: • Assessment of gaps between statistical standards and available data • Proposal on practical steps to improve quality and availability of migration statistics • Dialogue between producers and users at national and international levels • Main activities in UNECE region: Two regional workshops, preparation of a practical toolkit • Lessons learned: General interest in bilateral and multilateral data exchange (outcome of the first workshop, Bishkek, Feb 2010) • Next:Second workshop, Istanbul, Dec 2010

Engendering National Statistical Systems 2006-2010 • Background: Need to improve quality and availability of gender statistics in CIS and South-eastern Europe • Objective:To support national statistical offices in improving quality, availability, analysis, dissemination and use of gender statistics • Carried out by UNECE. Funded by the World Bank Institute • Results achieved: • Users and producers of gender statistics trained • New or improved surveys designed and implemented • Main activities: • Regional, sub-regional and national workshops • Manual on gender statistics • Multimedia presentations • Lessons learned: • Involve both users and producers of gender statistics in workshops • Engage participants in running the workshops • Customize trainings to the specific country needs • Next: Sub-regional workshop on gender statistics, Georgia, Sep 2010

Enhancing Capacities to Eradicate Violence against Women, 2008-2011 • Background: Need to measure violence against women regularly, and to design policies to eradicate violence and services for the affected women • Objective: To strengthen capacity to prevent, sanction and eradicate violence against women through the use of enhanced statistical data and knowledge-sharing • Jointly with the other UN Regional Commissions and UNDESA. Funded by the UN Development Account • Expected results: • Improved capacity of national statistical offices to collect and analyze data on violence against women • Increased knowledge-sharing among stakeholders to promote policies to eradicate violence against women • Main activities in UNECE region: development and testing of a survey questionnaire, sub-regional workshops, expert group meetings • Next: testing of the questionnaire; expert group meeting Nov 2010

Population and Housing Censuses2010 • Background: Need to strengthen the capacity to collect, analyze and communicate data of population and housing censuses in Caucasus and Central Asia • Objective: • Increase the knowledge of experts in various aspects of census-taking and communicating of results. • Carried out by UNECE. Funded by UNFPA • Expected results: • Improved communication of census results • Improved implementation of CES Recommendations on Population and Housing Censuses • Main activities: • Training workshop on Dissemination of Census Results, Geneva, 5-6 July 2010 • Joint UNECE/Eurostat Meeting on Population and Housing Censuses, Geneva 7-9 July 2010

New Challenges in Short-Term Economic Statistics (STS) 2010 – 2011 • Background: High importance of timely and comparable economic statistics, survey of seasonal adjustment and STS revealed training needs • Objective: to improve methodology of short-term economic statistics and learn seasonal adjustment in practice • Jointly with OECD/(ECB), funded by the World Bank • Expected accomplishments: • Improved methods of short-term statistics • Practical knowledge on price indices • Kick start for seasonal adjustment • Shared problem solving • Main activities include three workshops on short-term statistics, seasonal adjustment and consumer price indices • First workshop will take place in Astana, in 2010

Assess progress in achieving the MDGs on Environmental Sustainability, 2010-2013 • Background:Global crisis showed the need for early-warning mechanism as taken up by the Global Impact and Vulnerability Alert System (GIVAS) • Objective:To strengthen the capacity to produce and disseminate environmental statistical data to identify environmental vulnerabilities, measure sustainable development and support effective policy making • Jointly with UN DESA and funded by UN Development Account • Expected results: • Production of environmental statistical data to monitor progress towards MDG7 • Implementation of international statistical methods and standards • Increased awareness about the need for measuring sustainability • Main activities: • Inventory of sustainability and environmental vulnerability indicators • Training materials on developing indicators • Expert group meeting • 2 training workshops for NSOs and representatives of government agencies

Dissemination and communication of key statistics 2010-2013 • Background: Lack of effective dissemination tools hampers availability of data on Millennium Development Goals • Objective:To improve accessibility of policy relevant data for users • Jointly with UN DESA and the other regional commissions, funded by UN Development Account • Expected results: • Improved accessibility of national data by strengthened dissemination • Improved accessibility of national and UN data by enhancing the data portal • Main activities: • Training materials based on study of best practices in dissemination • Expert group meeting to review the training material • 1 training workshop in UNECE region for NSOs to develop online communication, data visualization and producer-user relations • Develop a prototype of national database of key indicators with a country • Study tours

  12. Possible Future Activities • Implementation of the 2008 SNA in national accounts and basic statistics • Modernising statistical production process
