  3. County Extension Council The primary mechanism for securing input in the support and direction of local Cooperative Extension programs will be with the County Extension Council.

  6. The County Extension Council will provide overall coordination of the county program and the program councils/committees will give leadership to each program area.

  7. Purposes and Goals of CEC • Needs Identification – issues awareness, priority setting, goals • Program Implementation – plan, program development, implementation and evaluation • Promotion – communication, advocacy • Program Participation – ensuring broad-based programs available to all

CEC Membership • Representatives of program councils/committees • Individuals representing the broader community • An emphasis on broadening the base of CEC membership (KRS 164.625 states that the CEC shall be comprised of 15-40 citizens in the county in which the Extension district is located) • A rotation system implemented to allow new membership • Training for advisory leadership coordinated through District Directors to agents

  9. State Extension Council • 28 – 4 representatives from each of the 7 districts • 7 – 1 at-large representative per district • 3-4 – presidents of State Program Councils • Total of 39-42(officers may serve in addition to delegates from their district)

Purpose of State Extension Council The purpose of the State Extension Council will be… • Stakeholder merit review of program issues related to a state Plan of Work • Communications/Public Relations • Training for leadership roles • Advocacy of Cooperative Extension support, coordinated with CARET

State Extension Council will function by: • Committee work and assignments throughout the year • Providing stakeholder merit review of programs identified by Regional Issues and Program Committees • Providing leadership development opportunities for State Extension Council representatives from each region

  12. Kentucky CARET • Council on Agriculture Research, Extension, and Teaching • At least six delegates from Extension • Advisory/advocacy for full scope of the land grant mission: Research, Extension, and Teaching

Program Advisory Councils • Each agent will have a county program council (or council committee). • Program councils are subordinate to the County Extension Council. • Representatives from the program councils will be on the County Extension Council. • All program councils may not have the same structure beyond the county level. (In this time of transition, flexibility is vital). • Contact agents may be assigned to work with multi-county, region, or district program coordination.
