IAW FARS 13.306 • SF 44 • Purchase Order-Invoice-Voucher • Standards of Conduct: • Avoid doing or appearing to do anything that • may be considered improper • As decision-makers and trusted agents acting • on behalf of the United States Government, we • all perform official duties that outsiders may • want to unfairly influence. As public servants, • we must never allow the slightest appearance • of impropriety. • Rotate contractors to enhance vendor base and • improve local relations

IAW DFARS 213.306 • SF 44 • Purchase Order-Invoice-Voucher • Appointment Authority: • For a specific period of time (DEROS) • To procure specific items (i.e., CE Supplies) • Primarily for On-The-Spot Purchases: • Micro-Purchase Threshold ($25K) OCONUS • Contingency Operations when the GPC is • not authorized and/or accepted • Commodities with 1 Delivery and 1 Payment

Prepare Prior • to Purchasing • Use a Ball-Point Pen • Funding: • Funds must be secured prior to purchasing! • Ensure “Fair and Reasonable” pricing • Track funds using the “Record of Purchases” • from the booklet divider • Unauthorized Purchases: • Splitting requirements to meet max threshold • Items not identified on your purchase request
