  2. What is Sheltered Housing? • Accommodation with housing related support • Universal service – tenancy/age vs.needs based • 56 schemes, 19 providers • Support – self or supporting people funded.

  3. Supporting People Funding • Funding for support into one pot • Housing related support moved from housing benefit to supporting people pot. • Provider assessment of SP eligible costs

  4. Reasons for Review • Universal provision, not needs based • Snapshot surveys: • 47% low/no support needs • 60% lettings to under 65 year old • 53% low housing need bands • Variations in quality & cost • Potential negative aspects – promotion of dependency. • Local Authority efficiencies to be achieved

  5. Actions taken • Cease funding for contracts in sheltered schemes • Future options reviewed with each provider • Consultation with tenants by providers • Needs assessments • Floating support commissioned where required

  6. What has happened • Providers notified December 2010 • Provider meetings & provider analysis of future options – Jan/Feb 2011 • Provider consultation with tenants & staff – Jan – March • Tenants’ needs assessments – Feb/May • 31st March 2011 –contracts ceased & transition arrangements in place.

  7. Options/Considerations • Analysis of funding: self fund, housing benefit, care • What is legitimately housing management • Innovative technology • Community Support • Alternative accommodation, eg: Extra Care • Fit for purpose –potential change • Support directed at those who would otherwise fall into critical or substantial eligibility criteria for services.
