DoD Fleet Manager Appointment In response to May 24, 2011 White House memorandum, "Federal Fleet Performance” and the results of Aug 2012 GAO “Federal Fleet” Report, OUSD(AT&L) assigned the responsibility of ensuring the accountability, management, and reporting of Department of Defense (DoD) non-tactical vehicles (NTVs) to the Property and Equipment Policy (P&EP) Office.

  3. GAO Report (Aug 2012) • Federal NTV increase 7% from 2005-2011 • Total number Federal NTV 449,000 • OSD (187,000) has 41% of all NTV 210,000 47% NSA 6042 DLA 11,500 DCMA 5934 • 42 Agency and Field activities • 25 Without FAST accounts

Defense Property Accountability System • Department of Defense (DoD) asset management system • Accountable Property System of Record (APSR) for over 20 DoD Agencies and Military Services • Contains three modules, Property Accountability, Maintenance & Utilization (FMIS) and Warehouse. • Meets SSAE 16 standards for internal controls management and financial auditability. • Compliant with: • Federal and Departmental property management regulations • Federal and DoD security requirements with Common Access Cards • Separation of duties designated by roles • Maintains total asset roll-up visibility to the Agency from the custodian level

Defense Property Accountability System • As a Fleet Management Information System • GSA Bulletin FMR B-15 Motor Vehicle Management compliant. • Centralized system to identify, collect, and analyze motor vehicle data with respect to all costs incurred for the operation, maintenance, acquisition, and disposition • Property and financial management integration • Currently interfaces with the Federal Automotive Statistical Tool (FAST) is support of the annual Federal Fleet Reporting requirement. • The DoD Enterprise Solution for the Fleet Management Information System

DoD Fleet Management Forward • Continue to implement DPAS throughout DoD to: • Attain total vehicle visibility and better information management • Increase vehicle pooling within Agencies to reduce inventory • Warrant timely and accurate utilization recording captured at time of Dispatch • Reduce down-time and maintenance cost with proper maintenance planning • Ensure seamless submission Federal Fleet Reporting to FAST • Pursue green technology to further reduce petroleum use • Electric vehicle charging stations and usage for ‘On-Base’ and city travels • Increase alternative fueling stations on and around military bases • Replace older model vehicles with Alternative/Flex-Fuel vehicles
