Enhancing Compliance: A Journey from Compliance Alone to Effective Performance and Efficiency

In this document, we reflect on the transition from merely meeting compliance standards to embracing comprehensive performance improvement. Since the initial CE measures have remained unchanged since 2004, we undertook a thorough review in FY2013. A volunteer committee revised, added, and removed measures, significantly enriching our evaluation framework. The aim is to enhance performance, improve efficiency, and achieve better cost-effectiveness in compliance efforts. Following several remote reviews and clarifying discussions, we are now equipped for a meticulous examination of FY13 CE data, paving the way for insightful improvements.

  1. Success Beyond Code Compliance Wait… You Mean Compliance Ain’t Enough???

  2. Where we were… • Initial CE measures not reviewed or revised since 2004/2005 • Abundance of inputs and outputs, with a couple of outcome measures, i.e. low hanging fruit • Staffing / FTEs • Numbers of Cases • Response Time (Days) • Compliance Rates

  3. Where we went… • CE Service Area Reviewed for FY2013 • Committee of 6 Volunteers… • Revised Definitions for 7 Measures • Removed 3 Measures • Added 7 New Measures • ALL in the month of June 2013!!! • CE Service Area now contains 32 Measures • 14 Reported Directly / 18 Formula • Includes 3 NEW Efficiency Measures • FBC Performance Committee Reviewed and Made NO CHANGES!!!

  7. Where (else) I went… Percent of Cases Resolved by Duration % of Cases Resolved within 60 Days Became a New CoL KSI for FY1568.15% in FY13

Where we are… • Completed 3 Remote FY13 CE PI Reviews with Primary Coordinators & CE SMEs (attended by 31 of 35 members planning to submit for CE) • Reviewed all measures • Clarified definitions & descriptions • Explained GE measures & impact on CE PIs • Answered tons of questions • Is hoped these reviews will result in data submissions that are more accurate, or that at least pass the smell test

  9. Where we’re going… • Data collection just ended, so now the fun begins • Exhaustive review of FY13 CE data to commence • Mistakes identified and resolved • Outliers resolved or explained • Ultimate goal: Improved performance, not just in terms of compliance, but efficiency and cost effectiveness in achieving compliance!!!
