  6. PER CAPITA CONSUMPTION World (2013)

  7. ISSUES IN DISTRIBUTION SECTOR • POOR FINANCIAL POSITION of Distribution • Companies • HIGH AT&C LOSSES • Inadequate Metering, Billing & Collection. • Overloaded & old sub-transmission and Distribution network • ACCESS TO ELECTRICITY TO ALL RURAL HHs • Less use of IT, Energy auditing & accounting in Distribution sector.

  8. Measures Taken By Govt. Of India • Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) • Integrated Power Development Scheme (IPDS) • Ujwal Discom Assurance Yojana (UDAY) • National Smart Grid Mission (NSGM) • Unnat Jyoti by Affordable LEDs for All (UJALA)

  9. Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) Scheme launched on 3rdDecember, 2014 for • Separation of agriculture and non-agriculture feeders • Strengthening and augmentation of sub-transmission & distribution infrastructure in rural areas ,including metering of distribution transformers/ feeders/ consumers. • RGGVY subsumed under DDUGJY.

  10. Deendayal Upadhyaya Gram Jyoti Yojana (DDUGJY) • The components at (i) and (ii) of the above scheme have an estimated outlay of Rs. 43033 crore including a budgetary support of Rs. 33453 crore from Government of India during the entire implementation period. • For component (iii), Govt has already approved the scheme cost of Rs. 39275 crore including a budgetary support of Rs. 35447 crore.

  11. DECENTRALIZED DISTRIBUTED GENERATION (DDG) • DDG are for remote villages where grid connectivity is either not possible or not feasible. • A provision of subsidy of Rs. 1000 Crore has been kept for DDG projects under RGGVY 12th Plan. • DDG projects may be based on Biofuels, Biomass gasification, Solar Photo Voltaic, Small Hydro, Biogas or Wind solar hybrid systems etc. • State Govt / Utilities require to invite developers for DDG projects and developer would also do O&M for 5 years

  12. Approved projects under DDUGJY • As on 31.10.2016, DDUGJY Projects( including DDG) at an estimated cost of Rs. 1,08,590 Crores have been approved and Rs 43,614 Crores have been released to the states.

  13. Integrated Power Development Scheme (IPDS) Scheme launched on 3rdDecember, 2014 for : • Strengthening of sub-transmission and distribution networks in the urban areas. • Metering of distribution transformer/feeders/consumers in the urban areas. • RAPDRP Subsumed The components at (i) and (ii) above have an estimated outlay of Rs. 32,612 crore including a budgetary support of Rs. 25,354 crore. Approved Outlay for RAPDRP for Rs. 44,011 crore including a budgetary support of Rs. 22,727 crore has been carried forward.

  15. UDAY (Ujwal Discom Assurance Yojana) • Scheme for Operational and Financial Turnaround of DISCOMs launched on 20th November, 2015. • Applies only to State-owned DISCOMs. DISCOM for the purpose of this Scheme may include combined Generation, transmission and distribution Undertakings. • Participating States would undertake measures to achieve operational and financial turnaround of DISCOMs. • State DISCOMs will comply with the Renewable Purchase Obligation (RPO) outstanding since 1st April, 2012

  16. UDAY (Ujwal Discom Assurance Yojana) • States shall take over 75% of DISCOM debt as on 30 September 2015 over two years - 50% of DISCOM debt shall be taken over in 2015-16 and 25% in 2016-17. • Government of India will not include the debt taken over by the States as per the above scheme in the calculation of fiscal deficit of respective States in the financial years 2015-16 and 2016-17. • As on Date 17 States/ UTs have Signed MoU.

  17. National Smart Grid Mission(NSGM) • Mission launched on 27th March,2015. • Mission is for development of smart grid in smart cities, development of micro grids, consumer engagements and training & capacity building etc. • Under NSGM, 30% funding will be provided for development of smart grid in Smart cities and taking up pilots for micro grids. • The total approved cost for NSGM for 12th plan is Rs.980 crore including a budgetary support of Rs.338 crores.

  18. Status of implementation Of NSGM Following DPRs have been approved

  19. Initiatives for Energy Efficiency • Domestic Efficient Lighting Programme (DELP) to provide LED bulbs to domestic consumers with a target to replace 770 Million incandescent bulbs with LED bulbs by March, 2019. • Street Lighting National Programme (SLNP) to replace 35 Million conventional street lights with smart and energy efficient LED street lights by March, 2019. • Star Rating of Distribution transformers & Consumer Appliances (A.C, Refrigerator, fans etc.) • DISCOMs added as designated consumers under PAT- II
