  2. INTRODUCTION • Industry/Gov’t share responsibility • Preparedness-helps ensure continuity of emergency operations • Emergency plans should be in writing • Logical plan defining, establishing and organization/method and providing means for operation recovery

  3. Purposes of Emergency Planning • Anticipate • Provide Action • Return to Operations The three primary goals, being: Protection of life Protection of assets Operation restoration (business continuity)

  4. Advanced Planning • Based on three principles: • Coordinated planning • Mutual assistance • Community Resources

  5. Advanced Planning • Plan development • Keep it Simple • KISS-keep it stupid simple • Outline SPECIFIC responsibilities

  6. Advanced Planning • Plan should include: • Medical care and welfare • Medical personnel and equipment • Security and fire protection • Fire is single most destroyer of Industry • Emergency shutdown and start-up • Responsibility is assigned to Engineering

  7. Advanced Planning • Mutual Aid • Cooperative organization of industrial, business and local government emergency services, united by a voluntary agreement to assist each other during an emergency.

Advanced Planning • Testing the plan: • Most practical way to discover deficiencies is Test plan annually • Very Important plan directives: • DO make the plan direct in nature • DON’T restrict distribution to only Sr. mgmt. • Plan activation-initiated by Plant/Facility manager or President-CEO

  9. Natural Disasters • Watch = potential severe weather is possible • Warning = severe weather probable or is occurring

  10. Natural Disasters • Tornadoes = nature’s most violent storm • 5 classifications based on wind speeds (F1-F5) • Tornado Watch-conditions present potential for severe weather • Tornado Warning-Tornado sighted and confirmed (on ground)

Natural Disasters • Floods and Severe Weather • Flash flood watch>flooding is possible • Flash flood warning>flooding is or will occur • Hurricanes (tropical cyclones w/torrential rains) • 5 categories based on wind speeds (KNOW) • Watch = expected within 36 hours • Warning = expected within 24 hours

  12. Natural Disasters • TSUNAMI • Tidal waves-caused by underwater disturbances • EARTHQUAKES • Unpredictable and little warning

Manmade Disasters • Plant/Facility Fires • Most crucial single requirement: • The capability to respond quickly with well-trained personnel to contain and extinguish the fire • Other crucial factors: • The proper documentation supporting inspection and maintenance of system or devices. • Routine inspection of systems and devices.

  14. Manmade Disasters • Strikes and Labor disturbances: • Strike = concerted refusal by employees to work in an attempt to force an employer to meet certain demands • Economic Strike = MOST FREQUENT form • NLRA > WAGNER ACT 3 Important factors> protect/preserve/maintain order

Manmade Disasters • Unfair Labor Practice Strike • Allegations employer violated fair labor practices> striking employees must be allowed to return to work (often occurs suddenly) • Strike preparation • Know direct/indirect costs • Know NRLB rulings requirements • Early preparation/intervention is best

  16. Bomb Threats • Most complex disaster Security Manager’s face. • Dangers = death/injury, structural damage and cost of business disruption • Pupura states that 98% are hoaxes

  17. Bomb Threats • EVACUATION ( to evac or not to evac??) • Consitency is crucial • 4 Options available (no magic formula) • Do nothing>ignore threat • Search>then decide on evac • Partial search and evac (highrise=1 flr above and below target) • Complete evac then search

  18. Bomb Threats • COUNTERMEASURES-(most important) • Access control over the entry of personnel and material • Evac Decision- (2 concerns) • Determine caller intent/true objective • Deciding if evac is essential/best course of action

  19. Bomb Threats • Notification of bomb threat-once received: • Search and evacuation parties • Local authorities • FBI-other Federal agencies • Medical facilities, neighbors, utilities • Coordination and Communication Critical • A Search is made after EVERY call

  20. FEMA • Federal Emergency Management Agency • Central (Federal) point of contact • Coordinates Emergency Preparedness response • Federal Emergency Management Agency • Ensures continuity of government actions and mobilizing resources during national emergencies

  21. NAWAS • National Warning System (FEMA) • 3 warning centers (24X7) • Colorado Springs, CO • Denton, TX • Olney, MD • 1700 warning points • Attack warning signal-short blasts/wavering sound • Attention-Alert signal-steady sound

Plummeting temperatures before dawn on Saturday sent workers rummaging through Salvation Army clothes for sweaters.

City officials said so far nearly 40,000 tons of debris have been removed but 20 times that much probably remains. Mayor Rudolph Giuliani said Tuesday 218 people are confirmed dead; 152 of those have been identified and 74 were emergency workers. "The chances of recovering any live human beings are very, very small now, given the amount of time and the condition of the site," Giuliani said.
