  4. ESPORG Since the end of the 1990s… • …the value of goods transported on roads constantly increases • …freight transport is getting evermore global and interconnected  Increase of theft, fraud, smuggling and the misuse of road freight transport for illegal migration is huge problems today !

ESPORG • A solution of the immigration crisis is needed from the transport sector’s point of view: • The road freight sector would be particularly exposed, as timely delivery is decisive for competitive advantage.  • Small and medium sized enterprises – the backbone of the road transport industry – would be the most affected.   • Secure parking areas will contribute to solutions for additional safety to avoid situations such as in Calais (truck-jumping, robbery) while maintaining open borders for goods and trade.

ESPORGExpert workshop on illegal migration • Learnings from Calais: • It was not a good decision from the Authorities to allow for a camp to be established close to a port – should have been closed down immediately. • It took too long time before security measures was established. • Many hauliers took too long before securing their vehicles – still a problem. • TOOK TOO LONG TO ESTABLISH SECURE PLACES FOR HAULIERS TO PARK – NOT ONLY IN THE REGION OF CALAIS BUT WITH A DISTANCE OF 300 KM BEFORE

  7. ESPORG • The EU migration problems are not solved by removing the camp in Calais. • In Calais refugees/migrants/illegal immigrants are coming back and new refugees are coming to the EU. Apparently, 1/3 want to go to Italy, 1/3 to UK and 1/3 to other countries. • The attractiveness from the UK is still there. • Organised criminals are behind the migration and are constantly looking to introduce new way to hide migrants. Increased cooperation amongst all stakeholders necessary to mitigate the problem

ESPORG • Real-time connection between hauliers, authorities and ports necessary to determine risk profile. • Incentive to those hauliers that have mitigated the risk by • Providing pre-information about company, driver and route. • Followed security guidelines and pre-defined checklists. • Used secure parking areas throughout the route • Carried out pre-checks on route • Provided (real-time) information to authorities and e.g. ports to only approach port from secure holding places at an exact given slot time • Incentives could be • Fast lane in ports or at borders. • Shippers paying more for the transport and insurance companies providing incentives as e.g. the risk for cargo contamination are lower.

  9. ESPORG • Private investors are clearly interested in investing in secure truck parking sites.

  10. ESPORG • Member States should take up this opportunity, look for different financing instruments and start building safe and secure truck parkings.

  11. ESPORG Key priorities for ESPORG • Visibility of secure parking spaces – to be located, reserved and paid also via smartphone use • Security, risk minimisation, less theft and fraud cases • Real time information provision and establishment of incentives when providing information
