Universal Credit • Demonstration of the Universal Credit Calculator • www.policyinpractice.co.uk or search ‘Universal Credit Calculator’ in Google. • Reduce worklessness, reward work and personal responsibility • Progressive Participation Tax Rates - reduces workless households facing Participation Tax Rates of over 70% by 1.2 million • Reduce Highest Marginal Deduction Rate, including tax and NI, from 96% to around 76%, improving work incentives of 500,000 people with the highest MDRs in the current system • Simplify the system • Ease the transition into work: No need to ‘sign-off’ benefits to take an employment opportunity • Seamless in-work support: Based on dynamic financial need rather than crude employment status • Lower administrative costs: Single department in charge of administering out of work benefits: DWP • Strike a balance between conditionality, incentives and support • Clear conditionality rules emphasising claimants rights as well as responsibilities, including in-work conditionality • Support for those that need it, using payment by results • Work is good for the individual, the household and society at large • Better to pay people to work than not to work • A boost to the economy, to employment and to society
