  7. BUDGET • Budget for 2002-2006 • ADB expects to mobilize additional resources to support activities beyond 2006 • With African governments assuming an increasing portion of the budget. FASDEV

  8. Strategy • Assessment, with the view to developing a regional strategy; • Prior to the Marrakech Plan of Action (MAPS), we planned to develop a strategy with main focus on prices & national accounts; • With the MAPS, we are broadening and deepening it, working with the World Bank, ECA and Paris21 to provide financial and technical assistance for developing comprehensive national strategies to include other areas of statistics. National Accounts • Short-term – Compile detailed GDP expenditure weights for ICP; • Mid term – Implementation of the 93-SNA with focus on Supply and Use Tables; • Long term – Full Implementation of the 93-SNA in all countries; • Pilot program in 7 countries, starting end of May 2004; • To develop strategy, road map for implementation, and evaluation process for the short-term, mid term and long term. • Technical assistance to countries FASDEV

Price Statistics • Monthly price surveys to obtain ICP data and improve CPIs, with a view to integrating CPIs and ICP; • Quarterly/bi-annual price surveys on equipment goods; • Annual price surveys on construction & civil engineering; • Technical assistance to countries on CPIs and price indices for other GDP components. FASDEV

Training • Working with IMF and World Bank to strengthen the capacity of the regional training centers; • 3 training materials being developed (1 week CPI, 2 week CPI, 1 week ICP) and will be posted on the web; • Specific training on the CPI/ICP software developed by the World Bank; • National Accounts: working with IMF to develop training material (1 week, 2 weeks, 1 month); • Assistance to regional training centers to develop curricula and train trainers.   12. Information sharing • Development of the ICP-Africa web site and country web sites: template being developed • Providing technical & financial assistance to countries to organize and manage their data on the web; • Room for collaboration with partners. FASDEV

Platform for partnership • Provide a regular forum for statisticians, directors of NSOs to share best practices (3 regional and 2 subregional already held). • The Yaounde declaration was a product of such a forum for the directors of NSOs from 51 countries. • Build African consensus on technical issues to facilitate a common African position in the review of international standards (see ABSA recommendation) FASDEV

Platform for partnership (Cont’d) • ICP-Africa governing board (comprising bilateral agencies, international, regional and sub-regional organizations, selected countries representing 5 regions of Africa) provides for stakeholders to determine strategy, work plans and to oversee implementation of activities in the countries; • In view of the Marrakech Plan of Action, the mandate of the Governing Board can be expanded to encompass other areas of statistics; • Therefore Governing Board could be used as a platform for coordinating capacity bulding activities in Africa, in line with the Yaounde declaration of 51 countries; FASDEV
