Back Ground NATIONAL: • New paradigm of forest management : Ecosystem - based forest resources management with broader participation of local communities/ stakeholders; • Act. 41 / 1999 on Forestry is not adequately increasing motivation to reach agreement of common visionand mision in forest resources management; • INTERNATIONAL: • NFP is the “translation” of Agenda 21, Forest Principle of UNCED (United Nation Conference on Environment and Development). • NFP is the implementation of IPF/IFF (Intergovernmental Panel on Forest / Intergovernmental Forum on Forest) Proposals for Action, UNFF.

  3. Therefore: • Nfp process as a tools to achieve SFM as it is supported by the principles of good forestry governance. • NFP process if focussed on harmonizing and synchronizing plan, policy and program of forestry sector development. • nfp have been adopted and the process is on going.

PROGRESS ON nfp PROCESS 1999 • Setting up Working Group to identify stakeholders; role of stakeholders; review on consultation mechanism model. • Setting up Working Group of Scenario to analyze forestry sector (current status, strengthens, weaknesses, opportunity and threaten). 2000 • Setting up Inter-department committee with it’s function to formulate policy and coordinate problem solving in resource management and conservation in national and regional level • Setting up nfp working group at national level

PROGRESS ON nfp PROCESS 2001-2002 • Identification of key issues at regional level and build local statement between stakeholders in 3 regional workshop (Sumatra, Borneo/Kalimantan, and Nusa Tenggara). • 14 key issues were identified. 2003 • Small workshop in Bogor: to set-up Annual Work Plan (AWP) of nfp, grouping and review of IPF/IFF PfA’s andLogical Framework GTZ-SMCP related to nfp Work Plan • Small workshop in Purwakarta : resulting overview of IPF/IFF PfA’s ofUNFF 3rd session and preparation of 4th UNFF meeting and discuss follow-up of nfp work plan.

PROGRESS ON nfp PROCESS 2006 : • Workshop on Communication Strategy (2 x) in Jakarta; • Processing Forestry Long Term Development Plan 2006-2025 • Nfp Public Consultation and Socialization on Indonesia’s Forestry Long Term Development Plan (2006-2025) and in 3 regions : Java, Kalimantan and Sulawesi; • Public Consultation on Forest Management in Maluku Islands (collaboration with UNPATTI and nfp-facility-FAO); • Nfp Public Consultation in Sumatra regional (collaboration with WARSI and nfp-Facility-FAO); • Develop nfp website;

PROGRESS ON nfp PROCESS 2007 : • Nfp Public Consultation and Socialization on Indonesia’s Forestry Long Term Development Plan (2006-2025), and Forestry Mid Term Development Plan (2005-2009) in Papua regional; • ASEAN Training Workshop; • Completing C&I, MAR, and Guideline for SFM for ASEAN Countries; • Collaboration with nfp-facility-FAO in developing Macro Planning on Conservation and Rehabilitation in Peat Land Area in Central Kalimantan; • Organizing The Third Meeting of The ASEAN Experts Group on International Forest Policy Processes (AEG-IFPP) – 14 – 15 May 2007 (Ministry of Forestry of Indonesia and the ASEAN Secretariat / GTZ-ReFOP) • The ASEAN Training Workshop on National Forest Programme (Ministry of Forestry of Indonesia and the ASEAN Secretariat / GTZ-ReFOP) • Capacity building through training for forestry planner;

National and International cooperation in implementing nfp: Forest Office at Province Level Universities, NGOs, Forestry Association Forestry Forum (e.g. Watershed Forum) SMCP - GTZ (STRENGTHENING THE MANAGEMENT CAPACITIES IN THE MINISTRY OF FORESTRY) – Phase I – III (2000 – 2009); DFID (2004 – 2006); Nfp-FACILITY FAO: 2005 - 2007

National Co-Operation: • Coordination for improving nfp process at the provincial, district, and regional level; • Coordination for synchronizing policy, plan, and program on forestry development; • Synchronizing data and information of nfp/ forestry development; • Coordination for public consultation of nfp at regional, provincial, and district level

SMCP-GTZ Cooperation: Support nfp process, and FMU Establishment • Training (co-operation with MoFor): - Management of Planning and Public Policy Analysis, - Facilitator Technique for Forestry Planning, - Change Management, - Conflict Resolution (co-operation with RECOFTC). • Support for National Dialogue on Forestry (co-operation with National Forestry Council) • Strategy on developing Forest Management Unit • Develop spatial based macro planning • Develop system and strategic plan mechanism in national, province and district level, • Support for other nfp processes.

DFID Co-operation (2000-2006):Regional Strategy Development for MFP • Established 131 MFP partnership in regions • Established Multi Stakeholder FORUM, • Established CBFM Pilots Site • Established Policy Advocacy • Facilitation on NTFP marketing • Participatory forest area mapping • Mechanism, tolls, and description of poverty at several regions surrounding the forest

  17. FAO nfp Facility co-operation: 2005-2007 FAO funding allocated in : Nfp counterpart in regions : Java, Sumatra, Sulawesi, Maluku, and Jakarta (national). Activities: Workshop/Public Consultation; Review on forest management; Training, Sectors analyzing, Monitoring Positive impact: Forestry management more transparent; vision, mission, policy, plan, and program of forestry development for SFM among national and sub national is more harmony and supported by stakeholders; Negative impact: Feed back (input) from the partner is not well run yet for reviewing forest policy, plan, and program due to communication weakness.

The main OUTPUTS of nfp Process : • Forest Land Use Designations at 27 provinces; • Forest Gazzetement for 12 million hectares • Establishment process of FMU; • Regulation and Deregulation Reform: Act, No. 41/1999, Gov. Regulation No. 6/2007, etc.); • Strategic Forestry Plans: Indonesia Forestry Long Term Development Plan 2006-2025; Indonesia Forestry Mid Term Development Plan 2005-2009; Master Plan Forest and Land Rehabilitation; • Community Based Forestry Management (CBFM) developed in several regions (e.g. Java, Sumatra, Sulawesi).

  20. Recommendations: • Improvement networking among partners and stakeholders; • Continuing synchronize process dealing with setting/ reviewing of policy, plan, and program of forestry development within national, sub national level; • Improving communication strategy included nfp website establishment; • Strengthening capacity of Human Resources (national and sub national) through training; • Base line data establishment for evaluating the achievement of nfp process based on the target of strategic planning; • Enhance co-operation with national and international donors in order to support acceleration of nfp process; • Continuing public consultation process for socialization, dissemination, and identification of the strategic forestry plans and actual issue on forestry/nfp;
