FHWA – NPS COORDINATION • Primary representation on project by NPS is resource protection driven (Natural and Architectural). • It would be beneficial for NPS to provide presence with individuals that have a broader scope of the work. • Projects are more complex and have more detail than recent SR 123 projects. The next series of projects (Nisqually – Paradise) will require even more coordination. Need for increased NPS review and monitoring.
STONE MASONRY • Specifications • Remove and Reset and Repointing • Completed • Stone curb and sidewalk at Reflection Lake (90% complete) • Deleted (due to the impracticality of raising wall 2”) • To be completed • Ashlar vs. Veneer • No subsurface investigation to verify existing conditions, including footings • Same issue arose on Phase 1 but contract for Phase 2 was already awarded • Per Section 15X.XX, “Construct stone masonry that matches the character” • Repointing quantities appear to be low • Need a more defined way to identify work locations

RESOURCE PROTECTION • Construction season and limit restrictions • Salamanders • Roadway ditch sections are considered habitat. • Ditch Reconditioning item is very restrictive minimal work eliminating impact to ditch sections throughout the project. • Adjust SCR to clarify intent of ditch reconditioning. • Culvert areas also affected by amphibians. • Slope material outfall awareness and vegetation protection i.e. Inspiration Point
PROJECT MATERIALS STORAGE • Continual concern for resource damage resulting from material storage. • Narrow work zones • Silt fence required in all areas adjacent materials storage such as in turnouts. • Contractors stockpile excavated materials until it is economical for them to haul out of Park. Also stockpile imports, backfill, select borrow and aggregates. • Concern with resource protection when silt fences are damaged due to adjacent stockpiled materials • Silt fences are being used as construction containment barriers. Consider use of concrete barrier storage in turnouts. • Stronger enforcement of materials stockpiling requirements.
HAULING (NISQUALLY PARADISE) • Contract on Phase II regarding hauling between Nisqually entrance and Stevens Canyon. • This is a very high risk activity. Several close calls occurred between public and trucking even with use of pilot cars. • Address in future contracts. Allow trucking with strict conditions, possibly limit to solos with staging outside park. • Consider allowing truck and trailer traffic during high season only at night. • Tighter restrictions on hauling in future contracts • Speed limit observance / enforcement Nps / fhwa

Ideas • Develop communication protocol FHWA / NPS for all project field issues • NPS staff person on site majority of time to assist with needed decisions. • Create NPS point person to which most of day to day discussions are directed. • NPS point person well rounded to deal with or know who to go to for considerations. • Allow shoulder parking where turnouts are located “far” • Identify truck turnaround locations • Be liberal in identifying staging areas • NPS mark vegetation / soil / wildlife zones. NPS monitor road kill. • Difficult to pin contractor on dates to begin work affecting ditches and culverts etc.. provide rapid response for resource reviews and anticipate changes to original schedules. Contractors need to improve scheduling forecasts. • If possible allow certain work in wetted areas instead of waiting for dry season that is undefined. • Use jersey barrier in turnouts to contain stockpiled materials. • Consider limiting truck and trailers in NPS limits. Limit to solos above Longmire? • Provide information large staging area outside park to surge materials. • TSS to have direct communication with NPS dispatch for emergencies 24 hrs. • Allow water extraction from Nisqually River at various locations. • Use Coir logs / erosion control devices only where real threat of sediment escape exists do not use as construction limit devices.
