  2. Welcome to the Naval Safety Center’s Training Course for the Jump portion of the Dive/Jump Reporting System (DJRS). • In this Module, we will show you how to: • Request a DJRS Profile • Request a WESS Account • Associate a DJRS Profile to a WESS Account • Gain DJRS Access

  4. DJRS Access Vs. Non-user Profiles • Each Jumper and/or Diver will have a DJRS profile created within the system. Having a DJRS Profile does not mean they have DJRS access. Having a profile will allow an individual to be populated on jump manifests as a jumper and inkey rolls(JM, ,MO, DZSO), and allow units to tracktheir quals and currency’s. • Certain members will require access to DJRS in order to perform administrative functions within the system (creating manifests, editing profiles). The majority of Jumpers, however will have little need to access the system. These are classified as non-user profiles.

DJRS Profiles • Ultimately, once units have been initially implemented into the DJRS system, jumpers or divers will have their DJRS profiles created for them at their respective Jump/Dive school. • Those who do not receive a profile during unit implementation, or at a schoolhouse, must submit a DJRS Profile Request Form to the Naval Safety Center, either individually or consolidated with other unit jumpers. • Jumpers needing only a DJRS profile need only utilize the “Requesting a DJRS Profile” unit of this module.

DJRS Profiles (cont.) • For Jumpers requiring DJRS access, you will need to request a DJRS profile, a WESS account, and then once the two have been created, you will need to have them linked or “associated” thus giving you DJRS access • Divers possessing a DJRS profile who become Jumpers or vice versa do not require a second profile. Their current profile must be updated to reflect that they are now trained as both a Jumper and a Diver. Members who meet this criteria must still submit a DJRS profile request to the Naval Safety Center for the newly acquired certification, unless their profile was updated by the school house during their training.

DJRS Access • Those who will require DJRS access are members performing functions such as: • DJRS administrative tasks to include: • Manifest creation • Profile editing • Jump ops approval • Generating reports • LPO/LCPO/Paraloft Chief • Staff NCO/Senior Enlisted • Parachute Safety Officer • Air Ops Division Officer

DJRS Profile + WESS Account = DJRS Access • The first step in gaining DJRS access is requesting a DJRS profile. • Since DJRS is a subsystem of WESS, members requiring DJRS access will need to request a WESS account. • Once the member gets both their DJRS profile and a WESS account, the two will need to be associated (linked), giving the member access to the DJRS system.

  9. Requesting a DJRS Profile

  10. To request a DJRS profile, from the Naval Safety Center website, simply click the “Ashore” tab and then the “Parachuting” link on the Ashore page.

  11. Or…click on the “Code 44 - Tactical Ops/ Parachuting” link after hovering over the Ashore tab and then click on “Navy/MC Parachuting/HRST” link on the Code 44 page.

  14. DJRS Profile Prep Sheet After reading the directions at the top of the form, proceed to fill it out as directed. (Incomplete forms will be returned) Qualifications/Positions After filling out the top of the form, check all blocks that apply to you. Leave the bottom blank. DJRS administrators will create a new, or verify an existing profile, and return it to your command for confirmation. Submit completed forms to: safe-jump@navy.mil with “DJRS (jump) profile preparation sheet” in subject line.

  15. This is the DJRS Profile Consolidation Form. This should be utilized in place of the Profile Prep sheet whenever multiple profiles are submitted at once. The same previously mentioned data requirements exist for this form.

  16. Requesting a WESS Account

Requesting a WESS Account • Once again, because DJRS is a subsystem of WESS, you must have a WESS account in order to access the DJRS system. • However, before you will be approved for a WESS account, you must first possess a DJRS profile. Make sure you have requested and obtained your DJRS profile first, before attempting to request a WESS account.

  18. Getting Started… Go to: WWW.SAFETYCENTER.NAVY.MIL

  19. Click on the WESS link located in the upper right hand corner.

  20. Click on the yellow WESS Banner or the WESS link.

  21. Select your digital certificate, and press the OK button.

  22. DOD Warning Statement Before access to this U.S. Government website, you must acknowledge the DOD warning statement by clicking on the OK button.

  23. You should see the Naval Safety Center logo pop up followed by the WESS Terms Of Conditions window.

  24. WESS Terms and Conditions You must read and agree to the the usage terms by checking the “Accept Terms” checkbox. Clicking the Next Page (>>) button will then proceed to the Registration Form. Terms and Conditions for WESS Access.The regulations are outlined and rules regarding security and the release of information is addressed along with the requirement to review training.

  25. WESS User Registration Form After accepting the Terms and Conditions, the New User Account Registration Form will appear.

  26. Fill in your First, Middle, & Last name capitalizing the first letter of each. Note that Middle Name is not a required field, however if you have a middle name it is strongly recommended that you include the full name to make it easier to differentiate between jumpers with similar names. If you have no middle name, leave this block blank. Do not put NMN or N/A. Use caution when entering your name. Any mistakes you make will contribute to the possibility of duplicate accounts. Enter your full, given name. No nicknames or abbreviated versions (i.e.: Bubba, Al).

  27. Enter “DJRS ACCESS” for the Reason For Account block

  28. Members who have mishap and hazard reporting authority should also request Mishap/Hazard Reporting access.

  29. For the UIC field, enter the UIC/RUC MCC or a complete or partial activity name. When you stop typing, the search will automatically begin and matching results will be displayed.

  30. If a match is not found for the entry made, the entry point will be highlighted in red and an error will identify “No matches found” . If the full activity name was entered, try again with a partial entry or a key word in the name. The issue may be that the Unit name is not an identical match in WESS.   31. Continue to fill in remaining blocks. For Rank enter both Rank & Rate or Civilian level (e.g. GS11) When you have finished filling in all blocks, press the Next button (>>) to move to the next page. If any required fields have not been provided, the process will not advance and errors will be marked with red (!) exclamation points. Press the Back button (<<) at any point to return to the Terms and Conditions page.

  33. Next is the Sub-System Selection screen

  34. Select “DJRS: Jump” and then click “Submit Account Request”.

  35. If you will be responsible for submitting unit mishap or malfunction reports to the Safety Center, you will also want to click the “Shore/Ground” subsystem box before clicking “Submit Account Request”. Select “DJRS: Jump” and then click “Submit Account Request”.

  36. After selecting “Submit Account Request” you will be given one last chance to go back and alter any information. If you are satisfied that all information has been entered correctly, click “YES”.

  37. Completion of Account Request Entry Once you confirm the desire to move forward with the account request process, the box below will pop-up confirming the process has begun. Included is WESS Help Desk and Email contact information in case you have questions or concerns. Click on the “X” or Close button to close this window.

  38. You have finished the first phase of requesting WESS/ DJRS account access. You may now close out the web browser window.

  39. Email Verification Notice After your account request is submitted, you will receive an email at the address you provided in your account request. YOU MUST click the link to verify your email address and training compliance or the process will not progress.

  40. Email Address Verification After clicking on the email verification link, a window will pop-up for you to select the PKI certificate your WESS account will be associated with. Click on the certificate you wish to use. Click on the OK button to continue. Click on Cancel to stop the verification process.

  41. Email Address Verification A window will open with the text above to thank you for verifying your account. You will exit this window as you did at the completion of your account request by clicking the on the “X” in the top right corner of the screen.

  42. Email Verification Error • If you attempt to log into WESS before verifying your email address, you will receive the above error. • You will need to check your email inbox for the verification email from safe-wessadmin@navy.miltitled “WESS Access Request – Please Verify Email Address”. If you cannot locate the email, contact the WESS Help Desk, and the email can be resent.

  43. Safety Authority Approval Most activities using WESS have a designated Safety Authority (SA) who is responsible for verifying the requestor’s need for an account and for identifying the roles and permissions they need. This includes the ability to submit mishaps and hazards for the command, to participate in the endorsement process, and receive Community of Interest notifications. Once the SA approves your request, you will receive the above email, which serves to make you aware of the progress on the account.

  44. Designated Authority Approval Once the Safety Authority approves your request, the request is forwarded to a Designated Authority (DA) within the Naval Safety Center who is responsible for the individual subsystem(s) being requested. They review the request and privileges recommended by the Safety Authority. Once the DA approves the request, you will receive an email similar to the one above. The approved subsystem is identified in the subject line and the email content. If access to multiple subsystems was requested, you will receive a separate email for each subsystem once it is approved.

  45. Your WESS Account is Activated For each subsystem requested, you will receive an email similar to the one above indicating the request has been approved or denied.

  46. Your WESS Account is Activated You will also receive a separate email that explains your account has now been physically created and may be used. In the subject line it identifies the UIC that your account is associated with. If you transfer from this activity and wish to continue to access your WESS account, you will need to update your account UIC and email address if necessary.

  47. Login Error Prior To Account Creation If you attempt to login prior to the completion of the account creation process, you will see the above error. If you have gone an extended period of time without an update on the status of the account, you may contact the WESS Help Desk for assistance.

  48. Account Request Rejection • The ability to reject the account request is available at each step of the process. If your account request is rejected, you will receive an email similar to the one above. • The individual rejecting the account must provide justification, which will be printed in the content of the email. • If your account request is denied and you feel you received the rejection in error, please contact the Naval Safety Center.

  49. Associating a DJRS Profile to a WESS Account

  50. Associating a DJRS Profile • Now that you have a WESS account and a DJRS profile, the two need to be linked together in order for you to receive DJRS system access. This function is normally performed at the unit level by the unit’s DJRS Profile Manager. • However, if your unit does not have a DJRS Profile Manager position established, you will have to contact the Naval Safety Center to have your profile associated.
