  1. DAM FAILURE TOOL TRAINING AT THE NERFC National HIC Meeting July 2006

  2. AVAILABLE TOOLS • DamCrest NID Catalog • Dam Failure Manual • Dam Crest • Additional RFC Tools • FLDWAV Dambreak • FLDVIEW/FLOAT (x section and mapping) • HEC RAS Dambreak • BOSS Dambreak

  3. TRAINING • Understanding dam failures • Using and correcting Catalog of Dams • Use of Dam Crest • Manual for Reference

  4. DamCREST NID Catalog --- Pertinent Information for Input to SMPDMBK --- check for correctness * indicates no info on dam

  5. NERFC Dambreak Training Manual • Annual Dam Failure Drill • Eastern Region Dam Break Supplement • Basic Information on Dams • Typical Northeast USA Dams • Breach Parameter Selection • Manning’s “n” Coefficient Selection • Pertinent Emergency Action Plan (EAP) Information • Dam Safety Contacts by State • Dam Safety Laws/Regulations by State • Major Causes of Dam Failures • Guideliines for Determining Failure Types • Guidelines for using DamCREST – existing and updating the dam catalogue • NWS Simplified Dambreak Examples • Forms and Checklists/Report Log • National Inventory of Dams (NID) Glossary • HIGH Hazard Dams catalogued by HSA/NERFC Forecast Groups/State • Example HIGH Hazard Dam Failure using DamCREST • DamCREST – DamCatalogue Reviewer and EStimating Tool

  6. DamCREST Model GUI mode

  7. NERFC Training on DamCREST • Field visit a local HIGH hazard Dam • Check pertinent structures at the dam – i.e. principal spillway, emergency spillway, dam crest, low-level outlet, right abutment, etc. • Consider failure modes/scenarios applicable for use in DamCREST • Check downstream river valley for hydraulic controls (man-made or natural) and Manning’s “n” of channel and floodplain (at least 1 mile) • Check NID Dam catalogue for pertinent dam data correctness • Office setup of DamCREST from field trip including dam properties and downstream river valley x-sections for routing of Simplified Dambreak flood wave • Use USGS 1:24000(or orthoquad) mapping and FEMA FIS profiles to develop x-sections (future x-sections using GIS DEM layers with FLDVIEW and FLDAT)

  8. DamCREST OutputSimplified Dambreak File, Flood Failure Graphics, Forecast Text File

  9. Whittenton Dam Incident • Potential Failure of HIGH Hazard structure – n 15 ft high timber/concrete dam • Approximate 100 yr – 24 hour event occurred prior to near-failure • National media/NOAA and DOC attention

  10. NWS RESPONSEA Team Effort • Flash Flood Warnings • Dam Failure Scenarios • DamCREST scenarios run on full and partial failure of dam (9 cases in all) • DamCREST setup and run-time for Emergency Personnel < 30 minutes (9 cases studied) • Supplement info included HEC-2/HEC-RAS analysis of bridge/culvert capacities downstream of dam during October 2006 flooding for determining pump (bypass flow) sizing ---- main concern not to increase existing river flooding • Attended Media Briefings • Scenarios on future rain event • Ungaged basin analysis using HEC-1 rainfall/runoff model for future QPF event • DamCREST failure scenario on temporary rock structure
